DEPUTY EXECUTIVE DIRECTORThe Housing Authority of the City of Lumberton (HACL) is seeking a Deputy Executive Director to assist in all operations and ensure effective management of the HACL. HACL is the largest of five housing authorities in Robeson County, North Carolina, and provides affordable housing opportunities to more than 3,000 individuals. HACL owns and manages 729 public housing units and administers 596 federal Housing Choice Vouchers. HACL has approximately 30 full-time employees and an annual operating budget in excess of $7.5 million. The Deputy Executive Director will plan, direct and coordinate the day-to-day management and fiscal operations of assigned HACL functions including housing assistance programs, property management/maintenance, modernization/redevelopment, and resident services. A Bachelor’s degree in Business, Public Administration, or a closely related field from an accredited college or university, with a Master’s degree preferred, with three (3) years of responsible managerial experience in public housing or five (5) years of responsible administrative experience in a closely related field (e.g., a regulatory agency). Technology Systems AdministratorPerforms highly complex technical work in the installation of technology systems that provide the backbone of all the technology services provided for use by the City of Lumberton Government employees, citizens and business community. Works as a Network and Database Administrator to support a variety of applications and network devices used City-wide. Work is performed under regular supervision by the Management Information Systems Director. Manages e-mail system, phone system, cabling systems; troubleshoots network, server, and personal computer problems; manages server and system security; manages backup systems and licensing; research, plan, install, configure, troubleshoot, maintain and upgrade hardware and software. Ability to lift up to 50 pounds. Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in computer information systems two to five years experience in a variety of technical systems that serve as a backbone of the technical structure used by the City. This person will be responsible for the day-to-day activities for a Tribal low-income public housing site. The candidate will also be responsible for all verification, applicant checks, and inspections of housing units as well as occupant re-certifications. Graduation from a two-year college in public administration, business administration, or closely related field and at least five successful years experience in housing management (public, assisted, or private), administrative management, public administration; or an equivalent combination of education, training and experience will be considered. Certification as a Public Housing Counselor by the N.C. Housing Association or ability to be certified is desirable. Person must possess good communication skills, the ability to relate to diverse populations, computer skills, organizational skills and positive working relations with both internal and external agencies and programs.
