Director of Human ResourcesPerforms complex professional, technical and difficult administrative work supervising the City’s overall Personnel, Risk Management and employee health insurance and human relations program. Work is performed under the general supervision of the City Manager. Successful applicant administers the employment process including advertising, application, employee benefits, grievance and termination. Attends and participates in City Council meetings, departmental meetings, workshops and conferences. Successful applicant assists in the preparation of the City’s operating budget, reviews and verifies salary projections and anticipated personnel actions. Successful applicant oversees the administration of the City’s pay and classification plan; supervises the interviewing of applicants, appraising their qualifications and recommending qualified candidates for employment. Successful applicant oversees the processing and maintenance of personnel records and files. Successful applicant supervises the implementation of the City’s Risk Management and employee health insurance programs; performs related tasks as required. Comprehensive knowledge of the philosophy, principles and practices of public personnel administration; thorough knowledge of the principles and practices of sociological and psychological aspects of community life, the origin and causes of discrimination; thorough knowledge of the sources of current information in human relations and related fields; ability to present ideas effectively, either orally or in written form; ability to establish and maintain effective working relationships with City officials, supervisors and employees and general public; ability to conduct detailed analytical evaluations and studies, and to prepare related reports and recommendations. Have a command of human resources laws, rules and regulation at all levels and knowledge of human resources best practices. Bachelor’s Degree in Personnel Management, Public Administration or related field, plus 3-5 years of experience in public or quasi-public sector personnel administration or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities. Master’s Degree preferred. Possession of a valid driver’s license issued by the State of North Carolina. Salary DOQ. Position open until filled.
