County awards DSS bids

LUMBERTON — The Robeson County Board of Commissioners on Monday agreed to hire an assortment of contractors for two multi-million dollar construction projects, the new Department of Social Services building and an Emergency Operations Center.

In a series of unanimous votes, the board accepted the low bidders for all phases of both projects, contingent upon final approval by the state Local Government Commission.

"The timing of this couldn't have been much better," said County Manager Ken Windley, noting that the shaky economy resulted in competitive bids from contractors eager for work.

Windley said the awarding of the contracts could translate into saving local jobs, "and keeping jobs here is as important as the project itself."

For the general construction contract on the Social Services building, the board accepted the low bid of $8,701,000 from John S. Clark Inc. of Wilmington.

The civil/landscape contract was awarded to Barnes Paving Company Inc., of Lumberton, which bid $1,807,563. The plumbing/fire protection contract was awarded to Smith's Refrigeration Inc. of Lumberton, which bid $499,000. The HVAC contract was awarded to T.R Driscoll Inc. of Lumberton, which bid $1,970,660. And the electrical contract was awarded to M&R Electric & Security Alarms Inc. of Shannon, which bid $1,571,720.

The bids bring the total construction costs of the Social Services building to $14,549,943.

Adding in construction management costs, architectural and engineering fees, furniture, equipment and other associated costs, the total cost of the project is $18,549,857 — $138.57 a square foot.

"The cost per square foot is excellent — just wonderful," Windley said.

No local contractors bid on the general construction contract, according to Windley.

County officials expect construction on the facility to begin early next year. The proposed 92,000-sqare-foot building will be constructed between N.C. 711 and N.C. 72, just west of the county Health Department. It is being designed by Little Architects of Durham and Native Design Services of Pembroke. Metcon Inc., of Pembroke, is serving as project manager.

The current DSS facility, which is actually seven old buildings cobbled together to total about 52,000 square feet, is out of compliance with state space requirements.

In other action, the board accepted the low bid of $2,645,200 from Daniels & Daniels Construction Co. Inc. of Goldsboro to build the Emergency Operations Center. The cost per square foot is $135.72.

Design costs, furniture, equipment and other associated costs bring the total $3,488,432.

Two Lumberton companies bid on the Emergency Operations Center but did not have the low bid.

"I'm disappointed it's not going to someone in Robeson County," Commissioner Tommy Wellington said.

Board Chairman Noah Woods praised the work of the design teams.

"The architects, they did their homework. I'm very proud of that firm and what they've done," Woods said.

The board also approved a resolution to borrow up to $25 million for county and school building projects.

The world doesn't revolve around the poor in Robeson County - there are other issues that are important too. Poverty in Robeson County - some can be prevented and others are a life time of learning to milk the system - getting all the benefits they can without working for them. I have so many health issues that qualifing for Social Social Disability would be easy but I prefer to work and earn "my keep". One of the most dangerous opinions a person can have is "that I deserve it or the government owes me". As long as a person thinks this way - they will be controlled by what the government "chooses" to give them.

Slowhand350, sarcasm will get you nowhere. Everyone who knows anything about this county and who has ever had to go down to Robeson County DSS at some point and time in their life REALIZES that OUR county, the devoted employees, and the citizens know that it is and has been LONG overdue for a new building. This building is not just for the DSS employees it is for our COMMUNITY. It's a SHAME and DISGRACE that our citizens have had to go out to request assistance in a building such as the one at 435 Caton Rd for so many long years. The offices are too small, the employees are constantly out sick because of allergies from mold and colds because all of the different thermostats in the seven buildings are all set on different temperatures. Three or more workers are housed in many of those small offices which violates HIPPA in every sense of the word! On a good day you might go out and find that it's so packed with clients that you get upset and decide that you do not want to wait and you leave to return the next day to the same thing. The employees have no place to eat their lunch because the canteen is now filled with what---RECORDS! The county expects the employees to DRESS FOR SUCCESS 4 days a week but it's a real turn off when you have to step over clients as you walk in the front door or you have to park so far down the parking lot because there is no adequate parking area for employees. So to answer your question about jobs, the building of this new DSS building will provide jobs and if you need one you should go and apply with the contractor noted in today's article. If people cannot feed their families then they should go out to DSS and apply for Food & Nutrition services or change/tone down some of their lifestyle norms. There are income guidelines and criteria to follow as with many federal programs and if families are not eligible for Food Stamps, I'm sure they can be referred to some other agency within the county who can try to meet their needs. If the citizens of our county have to pay more in taxes later on -- as I pray does not happen, but if it does I'm sure that the citizens will have the option of voting on this and if not then just suck it up and REALIZE that you are doing a great service for your COMMUNITY and pay the darn taxes.

When are they going to accept bids on building new schools to replace the old, rotting school buildings we have throughout the county?

This is wonderful! One of the highest taxed, highest unemployed rates, just plain poorest countys in the NATION and we're gonna build a new DSS building. This could be a wonderful project if people had jobs and could afford to feed their families. We should see the price reflected in higher taxes coming soon.
