Harris jumps in on pay study

LUMBERTON — County Manager Ricky Harris has started his investigation of other North Carolina counties to compare the pay and perks of their commissioners with Robeson County’s, but he will not look at the $320,000 a year this county commissioners receive to dish out as they please.

“But I’m not looking into how the commissioners use discretionary funds,” Harris said Friday. “I’m doing what I was advised to do. I was not instructed to look into discretionary funds.”

Harris said he is interpreting Commissioner Tom Taylor’s motion made at Tuesday’s meeting as not to include a review of discretionary funds. He said that he is looking into the salaries, travel stipends, retirement benefits and health insurance offered to commissioners in other counties.

Taylor, however, told a reporter for The Robesonian at the close of last week’s meeting that he intended to include a review of discretionary funds in his motion Taylor, when reached on Friday, said he knew there was confusion, and that his motion did not specifically include the discretionary fund, but said he would push for that to happen.

On Tuesday, Commissioner David Edge made a motion to immediately cut the annual discretionary fund from $40,000 to $20,000 for each commissioner, but only Taylor voted in support. A substitute motion by Raymond Cummings that the discretionary fund be looked at by Harris didn’t get a second.

Harris said his study will include contacting the N.C.. Association of Commissioners to get the latest information related to salaries, travel stipend, health insurance and retirement. As of Friday, he had emailed the association to obtain information.

According to Harris, a large part of his study will include gathering information from counties surrounding Robeson, as well as counties across the state that are similar to Robeson in size.

“I’ll bring back the the details,” he said.

Harris, who was hired by the county Board of Commissioners early this year after serving as interim manager for more than a year, said that will not affect his approach.

“The study will be done,” he said. “Of course what the commissioners do with it will be their decision.”

He said he didn’t know how long the study would take.

“It will all depend on how quickly the information comes in,” Harris said. “But it won’t be finished by the next commissioners meeting.” The next meeting of the commissioners is Sept. 17.

The commissioners have historically approved pay increases and enhancements to their benefits by sticking them in the budget, and without discussion in open session. The budget that took effect on July 1 included a $600 a year pay increase for each commissioner and raised the discretionary fund from $240,000 a year to $320,000, giving each commissioner an increase from $30,000 to $40,000.

Several experts on constitutional law have told The Robesonian the process the commissioners use of giving themselves raises and enhancing benefits is probably legal, it is not transparent, and violates the spirit of open government.

Kara Millonzi, an instructor on government finance law at the University of North Carolina’s School of Government in Chapel Hill, said a single commissioner being able to distribute taxpayer money without approval of other commissioners does not comply with laws regulating the budget process.

“That’s not the way the process is set up,” she said.

Millonzi said the proper procedure would be for the commissioners to approve a budget amendment to provide money to an organization or project.

A informal study by The Robesonian has shown that the commissioners are the fourth highest paid in the state, their travel stipend of $700 per month is the highest in the state, and their retirement and health benefits are more lucrative than those in surrounding counties and some of the state’s wealthiest counties.

The Robesonian could not find another county in the state that has a discretionary fund for use by their commissioners.

7 out of 8 of these COCKROACHES are democrats (and the 1 Republican is right in bed with them). Democrats are for same-sex marriage, it's in the democrat 2012 party platform. Does that mean some of these PUKES are married to each other???? That would explain everything.

This is so sad, WHO CARES! Do you people think ya taxes are going to go down if they cut the funds or take their insurance? NO their not. If they took all their funds that 340k would be just enough to buy a back-ho for the water dept or some other line item. My taxes aint going down and makeing a big deal about 40k thats going back to the county for some good is not a problem to me. You people dont care about who gets that money, yaw just mad it aint going to you! All knowing who gets it and approving who gets it is going to do is make people jelious and start more drama about wearher they are "deserving" enough for you greddy money grubbers. Let these elected people do what they want to do, stop the drama, yaw elected them so.stop complaining, God! Get on my nerves with all this BS about how much they make. I work, i get a pay check, i worry about me and how much i make not everybody elses pay check. Yaw are just jelious busy bodies that want to be all up in the paper starten more drama in this county. Get out and do something positive, go volenteer at one of these FDs or help out abused kids at dss or go help these addicts at the hospitol or these battered women at the violence center. Do solething with this spotlight yaw shining on the fommissioners and shine it on some of these issues! I dont see nobody starten a petition to help these poor homeless people in this county walking the streets in all these small towns or helping these pill heads or copper theifs everywhere. Yaw just worried about a county politician getting more than you prolly getting. Lame people get lives.

You propose that we should not hold our elected officials responsible for what they do with the money they take from us? That's smart. King George III would have loved more people with your mindset.

Eliminating the discretionary fund isn't about lowering taxes. It's about accountability for what is done with the taxes that are collected. Taking money from our pockets to dispense as commissioners see fit without any restrictions is irresponsible and open to abuse.

Calling people greedy money grubbers for demanding money that was taken from their checks by force is spent responsibly is the most backward comment I have read in a long time.

If you would like your comment to be taken seriously, I would attempt to use correct grammar as much as possible. Read your comment to yourself and imagine an individual from Raleigh reading the same comment. I speak among family and friends with the same slang and improper grammar as you. But among strangers or in a professional setting, I try my best to speak a bit more proper. I have learned that sounding uneducated, will get you as such. Stand together for our County. The discretionary funds belong to the people. It is not theirs to give out. Attend the Commissioners meetings. Let them know you care. They are banking on your silence. The refusal to cut discretionary funds in the poorest county in the state is just another example of dysfuntional government. And to refuse to have the use of these funds (our money) brought out into an open forum is an example of public servants acting as self servants or crony servants.

Sad thing is the voters will keep re-electing the same ones time and time again. I think MrLumbee has hit on a good point. At the very least we should demand an accounting of discretionary funds. If bringing before the public is squashed then something is rotten in Denmark for sure. See ya on the 17th.

Instead of doing a study on commissioners and their pay, why don't they do a study of other county employees and see if their pay is up to par with other counties. I guarantee the workers at Social Services are under paid, especially with what they have to deal with every day and I promise there are other county jobs where they are underpaid. Take a look at the ones that do all the real work for the county. And why do commissioners get free healthcare for the family and I have to pay $311 a month for my family’s coverage. They can afford it a lot better than I can. But while they are doing this study on pay they need to look at the other counties and the health insurance they have and why they can’t find us a better insurance company. Our insurance gets worse every year but the cost never decreases.

I say, have as many Robesonians show up at the next county commissioners meeting. Demand all commissioners to take a pay cut and cut their expense spending. Gas is $4.00 a gallon. Robesonians shouldn't pay for a trip to various area's for some fancy useless conference. When the economy is hurting, it is only logical to cut your expenses. Thats what every working household does to make ends meet.

This local government is a example of what our national government does, waste, waste, waste. I have served on a governing board. I saw first hand how they waste money. They forced us to spend the money so the next fiscal year they could ask for more. They didn't care, it was someone else's money. When I tried to save or voted against certain wasteful projects I was looked down on. I can imagine what Mr. Edge is going through. Robeson county has the worst poverty level in the state and at the top in the nation. It is only feasible for the pay and expense of the county government to be reduced not raised.

It shouldn't have to be put to a motion. And Tom you knew exactly what you were doing when and how you made the motion. It's called back room politics. Now if no one else deserves to know what goes on with their money, the taxpayers of Robeson County need to know. So, I make a motion that the use of discretionary funds be reviewed and the taxpayers be informed as to what and where their money is going.
