Lumbee Tribe: Canvas upholds election results

PEMBROKE — Unless there is a protest from a candidate within the next few days, results of Tuesday’s Lumbee Tribe elections are final, the chairman of the tribe’s Elections Board said Wednesday.

Ertle Oxendine said that the board met late Wednesday afternoon and finished up canvassing all districts. The results of the races for tribal chairman and seven seats on the 21-member tribal council are slated to be certified on Wednesday.

“There were some minor changes, but nothing that would change the outcome of the elections,” Oxendine said after the Elections Noard met. ‘‘Everything looks good. I think the election went very smoothly.”

The only possibility of a recount is in District 9. After Wednesday’s canvassing, incumbent James Taft Smith holds a six-vote lead, 155 to 149, over David Locklear. Two other candidates in the race were Alice Revels, 141 votes, and Annie Gail Brewer, 121 votes.

Oxendine said that Locklear has three days to file a request in writing for a recount. Because the vote difference between Smith and Locklear is greater than 1 percent, Oxendine said, a recount is not automatic and the Board of Elections would have to determine if a recount is justified.

The final results for the tribal chairman show that 7,228 votes, including 508 provisionals and 31 spoiled votes — ballots that did not clearly identify which candidate the vote was cast for. Tribal officials say that 31,336 tribal members were eligible to vote.

The tribal chairman winner, Purnell Swett, a former educator in Robeson County, took 3,371 votes, or about 50 percent of those cast. He was followed by Tony Hunt, a Hoke County commissioner, with 2,758, or about 41 percent of the vote, and Terry Campbell, a Tribal Council member, with 649 votes, or about 9 percent of the vote.

Swett will replace Chairman Jimmy Goins in January. Tribal law did not permit Goins to for a third consecutive term.

Vote totals for Tribal Council district representatives are as follows:

— District 1: (I) Audrey Revels Hunt, 247; Mary Locklear Richardson, 185; Patricia Oxendine, 69.

— District 4: (I) Helen Locklear, 171; Patsy Wilkins, 71.

— District 5: (I) Kernice Locklear, 394; Kenneth Ray Locklear, 270.

— District 7: Robert Earl Chavis, 691; Oceanus Lowry, 284

— District 9: (I) James Taft Smith, 155; David Locklear, 149, Alice Revels, 141; Annie Gail Brewer, 121

— District 10: Terry Collins, 322; (I) Bradley M. McMillian, 177; Leroy Butler. 28.

— District 14: Homer Fields, 118; Rosemarie Hunt, 64.
