LUMBERTON — The speaker of the Lumbee Tribal Council has been accused of assault with a deadly weapon by a person who said he was attacked while distributing political material, and she has responded by accusing the man of trespassing on her property and saying she was “set up.”

Donald Locklear, of Maxton, in a nearly 1,000-word email to The Robesonian, said that he was nearly run off the road by Pearlean Revels after she chased him in her vehicle on U.S. 301 in St. Pauls on Saturday after seeing him leave political fliers on her vehicle.

According to Locklear, he was distributing election fliers in the St. Pauls area and stopped at a home across from Revels Insurance Agency. He said he placed a flier on a silver Chevrolet Impala and after leaving, noticed that someone was in the vehicle and following him.

Locklear said the car sped up and pulled alongside his van in the opposing traffic lane and the driver, whom he says he recognized as Revels, tried to run him off of the road as both vehicles were traveling at about 65 mph.

Locklear said that when he attempted to call 911, Revels pulled her vehicle off to the side of the road and he drove away.

Locklear filed a criminal summons at the Robeson County Courthouse on Saturday accusing Revels of assault with a deadly weapon, the weapon being the Impala. Later the same day Revels filed a summons accusing Locklear of trespassing.

The flier that Locklear was distributing included a copy of a Lewin International casino and gaming contract signed by Jimmy Goins, then chairman of the tribe. Above the contract it reads: “Lumbees, this is the casino/gaming contract engineered by Jimmy Goins, that has possibly destroyed our hopes for federal recognition in Washington!”

On the other side of the flier is an essay written by Sarah Campbell saying that the tribal government has been mishandled by former Chairman Goins, Councilman McDuffie Cummings, and Revels.

Revels, a staunch supporter of Goins for tribal chairman in an election that took place Tuesday, contends that the incident was politically motivated. As speaker of the Tribal Council, Revels has been outspoken for several months concerning what she and other council members feel have been deliberate efforts by Chairman Paul Brooks to not work with the council on issues related to governing the tribe.

Revels told a reporter for The Robesonian that Locklear knew she lived in the home where the Impala was parked and that she was “set up.” She also denied trying to run him off the road.

“I’m looking for my day in court,” she said.

Revels’ seat was not up for re-election in today’s election. Brooks won re-election Tuesday by a slim margin over Goins.

Seen like every week there is something in the paper about lumbee just sent the money to the family and than you will not have all this mess. Because I know for a fact you not just building indain housing you also building black people home. IN Rayham there a black man staying in one of your home and I know there a black family in Fairmont NC you build them a house so you not building the lumbee home so you giving them to the black. So if you give black a house give white person a house.Because if you helping your lumbee family why is the lumbee people been on the list since 1996 still not got a house.So you just in this for your self and the people you know not the lumbee family.

every one knows this is about money contol power. if we the people would spend as much time tryin to improve this county as fightin each other it would b a better place. what r we to do how many of lumbee indians voted not nearly as many that didnt .we as a people have to come togeather or nothing will b accomplished .

This is so sad..This is the reason that when you leave Robeson county, people talk trash about us. For example, my mother was at Chapel Hill hospital this weekend with a relative and someone working there asked her "How was those indians down there". This tribal mess is a disgrace and I personally hope Federal Recognition is never granted because if they can't manage that little Pembroke office and election crap, they could never handle the responsibility of federal funds, policies or their benefits..The money that is being awarded to the Lumbee Tribe should be sent somewhere else where it will be appreciated, managed correctly and allocated to everyone, not just people who reside in one area (Pembroke), and yes I am a Native American but some of us are getting tired of this..There are more serious issues in the world, than who is going to get their hands greased..Buying the Robesonian today was a waste of my 50 cent.

Yes it is sad we can't sick together, but trust the Lumbee are not the only tribe or organization Indian or non Indian that have problems . I want to thank the little Pembroke office for all they have done, people look around, can all you see is the bad? They have done a lot of good for a lot of people, kept them from being cold in the winter and hot in the summer, all the new homes, the rehab, the families of veterans and people with disabilities, for God sake it's time to give some create to the people in the office they work hard to make others lives better and no it's not just around Pembroke, open your eyes.

I feel the people working in the office have done a good job and its time they are not judged along with the Tribal Council. They are the ones that pass an outside audit year after year and trust me if they didn't there would be no Federal money at all.

I agree I think that everybody is getting tired of this mess not just the lumbee, but everyboody in Lumberton, pembroke, Red Spring, My friend is a lumbee and she lost her home to a fire and been there try to get a home and would help her and this lady work there and her daughter husband went there and just a month never put for a home or for a down payment but just because his mother-in-law work there they put him before the people on the list.he just move in his double wide and this lady still not got no where to live but he went after her but he got something to live in. That not right.

This incident was not handled well by either party!

One would think that Revels would be above feeling the need to confront a person simply because they were putting out campaign information (even if she didn't agree with it). Her position was not up for election so it would appear that there is a lot more to the story.

On the other hand, Locklear should have simply taken legal action against Revels if his story is accurate. There was no need to send a letter to the newspaper at this point. I'm sure that the news story would eventually come out if there was anything worthy of reporting.

I never had much of an opinion about Revels one way or the other before reading this article but now there seems to be a feeling of mistrust associated with her name.

Excellent points CoolChange!

Ms. Revels has been in "public service" for quite some time now and should know better. Does she not know how to dial 911? While she looks forward to her day in court, it's the taxpayer who (yet again) foots the bills for this sort of childish nonsense. Any wonder why the court system in Robeson County moves at a snails pace?

I agree with dedicated1@yahoo.com I live in Maxton and dont knw where she stays and I have a right to go where I want to and there was other ppl in the vehicle with Donald Locklear and 1 of them is a frien, so if they would have wrecked only what could have happened a hit and run and the tribe NEEDS JESUS and only him but what u do in the dark will come to the light. Man dont always see everyhting but I knw a God that does so Mrs. Revels be careful. I am glad the men was ok in the vehicle just shook up, what if it was her child and someone done that to him. I received 1 of the flyers read it and went on.

Yes, you are right. Revels is a supporter of Goins. Both of members of the origional council who set up those nonprofit corporations to hide all that money during their terms. Although they never thought that McDuffie Cummings would be smart enough to find it.

Goins and Revels have "mishandled the monies of the tribe." Mc Duffie couldn't have done what Sarah Campbell said who is probably kin to the two brothers Terry and Larry Campbell and their cousin who is running today to keep his seat Robert Chavis. He was the manager of the Town of Pembroke at the time of the Lewin contract and could only sign documents dealing with "town business."

I sincerely hope all of those who are in office or have been in office and are running to keep their seat will be sent home by the Lumbee people!

Locklear who lives in Maxton had no business in St. Pauls to begin with.Wonder who paid for his gas for him to go to Pearlean's house?

I voted for all the other guys to let the Tribal Council know "I do not like and do not appreciate what they are doing." At least they cannot critize that Clark lady for this article.

Nice try Brooks and Campbell...guess what? "It didn't work!" not believeable at all.

Simple question, is there a law that says if you live in Maxton that you cannot go to St. Pauls ?

Sounds like someone thinks that certain people have preeminence over others. As far as trespassing, was there a "No Trespassing" sign posted on her property ? Did she have a bold sign in her yard letting everyone know," This is where Pearlean Revels lives? She was probably just another citizen who could be given an information flyer, that obviously, from her drastic actions, she did not care to see. Chew on this and see how it digests.
