PEMBROKE — Five Robeson County residents, including four members of a Pembroke family, have been charged with numerous drug offenses, according to a statement from the North Carolina Alcohol Law Enforcement Division.

After a year-long investigation, ALE agents arrested the five people on Dec. 5 on charges of distributing cocaine and marijuana from 1131 Melinda Road, where four of the accused — a husband, wife and their two teenage sons — live.

ALE agents confiscated more than 70 grams of cocaine and 25 grams of marijuana. Agents also seized 15 firearms, a bulletproof vest, a Lincoln Town Car, an undisclosed amount of money, and drug paraphernalia.

Richard Larry Chavis, 49, and his wife Flora Locklear Chavis, 43, are each charged with continuing a criminal enterprise, maintaining a drug dwelling, possessing cocaine, and conspiracy to sell and deliver cocaine, according to the statement.

Their sons, Donald Chavis, 16, Rico Chavis, 19, are each charged with continuing a criminal enterprise, possession with the intent to distribute and deliver cocaine, and selling and delivering cocaine, the statement said. Donald Chavis is also charged with trafficking cocaine.

Coy Dial, 33, of 1094 Lewis McNeil Road, Red Springs, is charged with continuing a criminal enterprise, possession with the intent to distribute and deliver cocaine, selling and delivering cocaine, trafficking cocaine, maintaining a drug vehicle, manufacturing cocaine, and conspiracy to sell and deliver cocaine, according to the statement.

“It was determined the Chavis family of Pembroke were running a cocaine distribution network in the Prospect community with the aid of their sons,” said ALE Special Agent Jimmy Miller.

The investigation was prompted by multiple complaints from people who live in the community regarding a drug enterprise being run from the Chavis’ Melinda Road home.
