LUMBERTON — The Robeson County Board of Commissioners voted unanimously Tuesday to have staff conduct a study to determine if the compensation members receive is in line with that awarded commissioners in other counties, but at the same meeting overwhelming rejected an attempt to cut their discretionary funds in half.

Commissioner Tom Taylor came through on a recent promise to make the motion that County Manager Ricky Harris and his staff study commissioners’ salaries, their monthly stipend, health insurance, retirement and the amount and use of discretionary funds. The motion was quickly seconded by Commissioner Raymond Cummings.

The items to be studied are all perks that have historically been approved by commissioners without open discussion by being included in new budgets that take effect each July 1, a method that experts on constitutional law have told The Robesonian is legal, but doesn’t pass the test of transparency.

The newspaper has written a series of stories and editorials on the commissioners’ compensation after the newspaper found that they are the fourth-highest paid in the state, their stipend is the highest in the state, and their retirement and health benefits are more generous than those in surrounding counties and the state’s richest counties. The newspaper was unable to find another county with a discretionary fund for commissioners.

Commissioner David Edge, the lone Republican on the eight-member board, made the motion to reduce the amount of each commissioner’s yearly fund from $40,000 to $20,000 to become effective immediately.

“A lot of people have raised concerns to me about the amount of discretionary funds we have,” Edge said. “These funds do serve a good purpose … but they can be reduced. We just can’t give away as much.”

Taylor agreed with Edge.

“There are things we could cut,” he said. “I’d live with it.”

Edge’s motion for less discretionary money for each commissioner was supported only by Taylor. Commissioners Noah Woods, Roger Oxendine, Raymond Cummings, Hubert Sealey, Jerry Stephens and Lance Herndon opposed it.

The commissioners are allowed to roll over any discretionary money unspent during a fiscal year, and The Robesonian found that there was a total of about $380,000 in discretionary funds in early August. The money can be distributed without being voted on and does not have to go to a charity.

The budget that went into effect on July 1 raised each commissioner’s fund from $30,000 to $40,000.

“My district is in the south end of the county. The need is great and I don’t get anything,” Sealey said. “I’d like to get more. I need every nickel of discretionary money I can get.”

When The Robesonian published a story on the discretionary funds on Aug. 5, Sealey had almost $80,000 in his fund, more than any other commissioner, an indication he does not exhaust his fund each year.

Stephens described the need for discretionary money in his district as “overbearing,” and said that he has already allocated much of his yearly allotment of discretionary money.

“I don’t know if I have enough money now to get through the year,” Stephens told the board. “What happens next summer when the ball teams come asking me for money?”

Several residents present at Tuesday’s meeting were not happy with the board’s actions regarding the discretionary money.

“It was all staged,” said Melanie Locklear, who said she was at the meeting representing Friends of Philadelphus, a group that has formed to oppose a sand-mining operation in the Philadelphus community that the commissioners allowed with a special zoning permit. “Discretionary funds are just a way to buy votes using our tax dollars.”

Locklear also cited a 2003 story from the The Robesonian that read as if it were written recently, with the commissioners discussing the amount of money in their discretionary funds.

“This will be a farce just as it was in 2002-03,” she said.

In other business, the commissioners on Tuesday:

— Discussed incentives to be offered a new industry, code named Project Mule, planning to locate within the county. According to Gregg Cummings, the county’s industrial developer, the company will over a five-year period make a $4.5 million investment in equipment and create 121 jobs. The jobs will have a starting wage of $12 per hour.

— Heard brief presentations from state Rep. Charles Graham and Brenda Lynn Hunt, CEO and programs director for the Borderbelt AIDS Resource Team.

Let me start off saying I would really hate to be in Edge's shoes right now, I know the other commissioners are giving him some BIG TIME GRIEF!!! and going to make things hard for him on the board. But stick in there Edge and do what you know is right for all of Robeson County and it's people, I admire you for having to guts to stand up for what you believe!!!!

You're right Jo654, we do need more commissioners like Edge and some will get the chance this upcoming election to put another one in if they would only see the light and vote a new one in. And yes I feel that Ricky is some of them yes man.

Everyone needed to be a fly on the way when Edge made the motion to cut the funds in half. Thought all the others were going to fall out of their chairs especially Taylor who was about to swallow his tongue. He only seconded because it would look good on his upcoming election and when he got the nob from Oxendine and the wink from Cummings to go ahead and second indicating that they were going to vote against it and it would not pass anyway.

I also agree that if Sealey's area is in so much need why is he holding on to the funds, I vote him out too not just for that but for his record with the SHP, we need good honest men in there looking out for us and our community.

It is time to get the crooks out!! Make your voice heard at the next election and make a change for the better for all of Robeson not just your district.

ROSSisRIGHT has some good points in his remarks also. I cant believe the amount of people who are registered Democrats who are really conservative people, good Lord please change to unaffliated for voting purposes.

As a county employee I pay $311.00 monthly for my family insurance. While the commissioners get family coverage free! We can't they pay or get it at there real job.

The county manager is going to study the commissioners .... Well what about an outside source, someone they can't pay off! Surely the county commissioners quickly jumped on Ricky completing the study... Ricky is a "yes man" to the Commissioners. The county needs to wake up... We need more commissioners like Edge who is willing to tell it like it is!

When they are finished "fact finding" on these government workers, can yall send em over to Pembroke and conduct a study on wasted money within the tribe council?

The entire county is being hoo-dooed by politicians of all races. They are laughing at how ignorant the people of Robeson are. They know this, the county votes 90% democrat and we are over 70% minority and they (lumbee council included) are laughing at how easy it is to get over on "their" people.

If you'll just change your party affiliation to Republican, your IQ will rise 10 points. Plus the perception of Republicans as "SMARTER" will scare em a bit. Try it today, tell somone you are a Republican and they automatically will think you own a business and have plenty of money...

When you say your a democrat, we don't say anything, but when we walk away we're thinking your stupid...

Congrats to Mr Edge and Mr Taylor for seeing the need to reduce the discretionary fund. I wish we had more people like Edge and Taylor who have not only the skills needed to be a commissioner but also the back bone to stand up for something they see is not right. Too bad our other commissioners do not see the problems in the same light.

@oldheel...ARE YOU SERIOUS???!!! REALLY!!!! Election time is coming, that's the reason for this so called "back bone to stand up for something they see is not right." Doing it the right would be to hire someone outside and unbiased to look into these so called commissioners...I can't wait to vote....come challengers!! They are county employees struggling, why don't the commissioners give their families free health insurance.

This meeting was like watching mice trying to find there way out of a box. The motion to look at pay was passed while Taylor was grinning, Raymond was winking and Roger was nodding. They were all on the verge of laughing while this was being put into a motion. If these Commissioners are going to ARGUE over discretionary funds why would they give up any of their legal money they say they earn?? What about giving the discretionary funds to schools, recreation programs, etc and then our tax dollars will not be such a burden to our Commissioners who say the children will not get uniforms. Give up health insurance and we can continue helping our community projects that are in need of additional funding. Do the right thing for the County. Do Not Let History keep repeating itself. Commissioners need to be held accountable.

The best evidence is to attend a meeting. It was unbelievable!

Hubert "THE JOKE" Sealey says "I'd like to get more". Yeah, YOU would wouldn't you? You need it don't you? How many times have you been fired? Twice, I think. The last time for LYING and not doing the job you were being paid for. I guess you WOULD like to "get more". WHY is this thing still a COCKROACH CLOWNMISSIONER?????? If a man is fired by his employer for LYING and STEALING HIS PAYCHECK, WHY are THE TAXPAYERS of Robeson County still paying him to hold elective office???

The things the commissioners do and get away with it. They don't want to reduce their discretionary funds because it buys votes. They ask the county manager, who they hired, to do a study which has already been done. More time wasted, hoping this will all go away. I hope the Robesonian continues to report this issue. I also hope the voters in this county wake up and stop accepting "thats the way it is" and do something about it.

By the way, if the people in Sealey's district really need the money, why is his account at 80K? Doesn't look like they are getting a fair shake. If I lived in his district, I would be ringing his doorbell for every cause there is.

I live in his district, but I'll NEVER "ring his doorbell". What's the use? I think the thing is an ABSOLUTE FOOL AND A FELONIOUS CROOK. The North Carolina Highway Patrol obviously thinks so too. The NCHP FIRED the sorry thing. TWICE. The thing should have been made to resign his "job" of SCAMMING THE PEOPLE of Robeson County too, in my opinion. Hubert Sealey needs to be in the PENITENTIARY. So do ALL the rest of the COCKROACH CLOWNMISSIONERS. There's no telling just WHAT this bunch HAS and ARE SCAMMING.
