State pulls grant from Pembroke

PEMBROKE — The state has quit funding a grant for the Pembroke Police Department because the department was not living up to the conditions of the grant.

According to Don Nail, executive director of the Governor’s Highway Safety Program, the program is no longer funding the two-year effort, which paid salaries for two traffic enforcement officers. It also funded two patrol cars and the accompanying equipment.

“We had been having some issues with the project over the last year and we made several attempts to resolve those and make sure taxpayer dollars were being spent for what they were supposed to be spent on,” Nail said.

Nail said there were several instances during which the officers were fulfilling duties other than traffic enforcement, such as going on general patrols. Nail said those actions were outside the conditions of the grant.

“That’s the catch — it’s got to be for 100 percent traffic enforcement,” he said. “… They shouldn’t be away from traffic duties for the majority of their time.”

Nail said the officers were away from traffic duties “for a considerable amount of time of the time that we were paying for.”

Interim Town Manager Marie Moore said the officers did respond to calls other than traffic enforcement. The town received a letter informing it of the decision on April 30.

“… Lots of times, they might have had to assist if there was a call that went out and if there was no one else, they would assist,” she said. “That has happened in the past with other grants, with another grant that they’d had. I guess it’s a different time now.”

Moore said the town’s course of action hasn’t been discussed.

“We’ll probably retain the officers,” she said. “That hasn’t even been discussed yet. We’re still in the process of trying to find out what the cost is going to be, what we would have to reimburse for.”

According to Nail, the grant was set up so that Pembroke would be reimbursed for expenditures it made. In 2011, the town spent $152,726.94 and was reimbursed $129,817.89. That included the cost of the two cars and equipment, which totaled about $98,000.

So far in 2012, the program has reimbursed the town $10,866.30 for salaries, Nail said.

Nail said the state monitors each of the projects and keep monthly reports on them, which is how the misuse of money was discovered. Additionally, the federal government twice a year pulls certain projects to examine.

“They pulled the Pembroke project and saw the difficulties we were having,” Nail said. “That kind of spurred things along even quicker.”

Nail said the money that the Governor’s Highway Safety Program gets for grants comes from the “highway safety pot of money from the U.S. Department of Transportation.”

Pembroke Police Chief Frank Hernandez could not be reached.

Here it comes, Pembroke. Now that Mac is out of that chair, all of those political favors to keep the State and everyone else off the Town's back are gonna be called in. It is time for pay back and all those poor souls left behind are gonna get blamed for Mac's management style and decisions. OMG, right? AG better get ready to defend what he tried to get fixed before Mac retired, Larry lost, and Greg moved out of Town....Lordy, Lordy.....

Lord, here we go in the newspapers once again! I just don't know. I'll tell you one thing, I'd rather have those officers respond to an emergency and save somebody's life than to give somebody a ticket cause of their driving. What should have been done is that monies should have been appropriated for the safety of the public, but thats hindsight. Keep the taxes low, and keep the crime rate high. thats what we do.

While it seems like common sense that the officers should respond to emergencies first, that's not what the grant stipulated. It was specifically for traffic police and could not be used any other way. They knew that when they applied for the grant, and they knew they'd lose it if they were caught not following the restrictions of the grant.

DUH, ain’t gonna tell ME how to “RUN” my department. Add I = “RUIN.

Keep the “I” out and you cannot even spell IGNORANCE.

IGNORANCE. You can’t help some people. You tell them yet they ignore you. Fire them. Vote wisely.

That's what happens when you have personnel in positions that have no clue what to do. There's more to just riding around town looking to see who can get the most young lady's phone numbers. But look at the quality of police officers they hire, not calling any names just yet but one police offer has been asked to reassign from other department due to his habit of smoking marijuana while on duty and off. But also I look at the top of the Police Department Frank Hernandez and the former Town Manager there’s where the bulk of Town of Pembroke problems are. But no more about that, way to go Pembroke Police, you really put us on the map.

Happy 236th
Thousands of people were dazzled by the fireworks display at the annual Lumberton Family Fourth celebration at the Lumberton High School football stadium on Tuesday. Many watched the display from parking lots and sidewalks around town and from their own front yards. Before the show, attendees were treated to a performance by the Carolina Breakers, and a stunt by the Army Rangers, who parachuted onto the football field.

Do you think the tax structure in North Carolina should be reformed to reduce income taxes in exchange for higher sales tax and more taxes on services?
