Tribe adds $10M for housing

PEMBROKE — After again hearing complaints that tribal members are not receiving the housing services they need in a timely manner, the Lumbee Tribal Council on Thursday amended its proposed fiscal budget for 2012-13 to include more money for repairs and construction.

At the recommendation of Councilman McDuffie Cummings, the council amended the proposed budget to bring it up to a total of about $23.2 million, and addition of about $10 million. Tribal Chairman Paul Brooks had recommended a budget for the upcoming fiscal year of about $13 million.

Almost $17.2 million of the proposed budget is unspent U.S. Department of Housing and Urban Development funds that have accumulated since 2006, Cummings said. The other $6 million is part of HUD’s $13 million allocation to the tribe for fiscal year 2012-13.

Saying that they are committed to boosting housing services to tribal members, especially seniors and the disabled, council members on Thursday also passed a resolution calling for the establishment of a committee to study the feasibility of creating a contracting company to be run by the tribe. Council members are banking on a tribe-run contracting company being able to provide tribal members faster and more efficient housing services than are now being provided.

Council members said the idea of forming a contracting company has been under consideration for some time. Several voiced their concerns that so many tribal members have been denied housing and utility aid, many often waiting years for service.

Under the structure of Lumbee government, individual housing cases are the responsibility of the tribe’s administration, council members said.

“We need to find another way,” said Cummings, who argued that he does not believe housing repairs and construction should be functions overseen by the tribe’s administration. He said the hiring of a consulting firm to oversee the tribe’s housing department would be more efficient.

Councilman Steve Sampson assured several contractors present at the meeting that the creation of a tribal contracting company would not take work from them.

“No one is going to be removed from our list of contractors if they are doing good work,” Sampson said. ” … One contracting company can’t handle all of the work we have to do.

“Yes, this council wants to start a contracting company. We want to get out of the political realm and start doing what is best for the future of our kids and grandchildren.”

The tribe’s housing committee will study the proposal and bring information back to the full council.

In other business, a resolution was passed opposing a recent policy approved by the U.S. Justice Department that makes it a crime for members of non-federally recognized tribes, including the Lumbees, to carry or use an eagle feather. Many American Indian tribes consider carrying an eagle feather a high honor that is an important part of their culture.

“This hurts my heart that we have to tell our kids that they can’t hold an eagle feather,” said Jimmy Goins, a former tribal chairman. “… We’ve always used eagle feathers. This is taking away from our culture.”

The policy covers all federally protected birds, bird feathers and bird parts, according to a statement from the Justice Department.

“It (policy) clarifies and expands on longstanding department practice, consistent with the Department of Interior’s 35-year old Morton Policy, of not prosecuting tribal members for possessing or using eagle feathers and other protected bird parts,” the statement says.

The council also met in closed session to receive a report on a proposed solar energy project. No action was taken.

Can anyone tell me which eagles are indigenous to our area? Birds arent my specialty...national geographic only lists bald eagles anywhere near our region of the state...so where do these feathers fit into the culture?

Feathers mean a lot to Native American Tribes. A feather isn’t just something that falls out of a bird, it means much more. The feather symbolizes trust, honor, strength, wisdom, power, freedom and many more things. To be given one of these is to be hand picked out of the rest of the men in the tribe - it’s like getting a gift from a high official.

If any Indian is given Golden or Bald Eagle feathers it is one of the most rewarding items they can ever be handed. The Indians believe that eagles have a special connection with the heavens since they fly so close. Many Indians believe that if they are given this feather, it is a symbol from above. They believe that the eagle is the leader of all birds, because it flies as high as it does and sees better than all the birds.



Once an Indian receives a feather he must take care of it, and many will hang it up in their homes. It is disrespectful to hide it away in a drawer or a closet. An Indian will be given a feather to hold on to or to wear, and if they hold it they must put it out for everyone to see. This will be a constant reminder of how to behave. An eagle feather is a lot like the American flag, it must be handled with care and can never be dropped on the ground.

The only way an Indian can actually get one of these feathers is by doing a brave deed, like fighting off a bear or going up against the enemy. They were never allowed to wear the feather until they went in front of their tribal court and retold the story of their victory. It was at this time that they were allowed to put it in their headpiece. Only chieftains, warriors, and braves have ever been awarded this special gift.

It is a mixture of white, black and a bit of indian blood. Most lumbees could pass as white but they scream "I'm indian" as loud as they can so they can claim victim of America's so called racism..... Which doesn't excist in the white community anymore. So there you have it, the definition of lumbee... and believe me, I KNOW.

Sorry but Ross and Percy is showing ignorance to something they doesn't understand Lumbee is the name Natives around here adopted the name comes from the river, Lumbee's are a mixture of diffrent tribes joined together as one, the reason people seem to think that they are mixed with white and black with a bit of native blood as Ross would tell you is because in the earlier days when census's was done if you was not white or black you was labled as a mulatto so alot of our lumbee ancestors was labled as this even though they was full native, yes some of us are mixed with white and black I myself am but that does not affect my native beliefs

First, I don't expect the voter turn-out for the upcoming Lumbee elections to be anything more than light, based on previous elections. There seems to be so much apathy amoung the Lumbee members when it comes to making an effort to go to the polls and vote. But even more importantly, making up their minds as to which candidates have the people's (members)interest at heart. Some will say,"they all are crooks, and I ain't voting for none of um."Others will say,"they don't care about no body but their selfs, and their friends". Well that may be true my friend, but you are allowing it to happen if you don't get to the polls and vote. You see what most people don't realize is, this election is about YOU, the people. You are the most important piece of this process. You are the reason millions of dollars from Washington D.C. are sent to this area to meet the housing needs of the Lumbee people. It's not sent here so special interest people can sit around a table and argue over as to who has the best idea how the money is to be spent, all the time scheming as to how they may benefit personally over these funds, as we have seen happen in the past. It is time, especially with the election dawning, that we take a hard look at the picture here and see the grand scheme of things. Are we willing to admit or accept the fact that in past years, the Lumbee goverment was not "of the people, for the people, or by the people"? It's time for those of you who think you have no voice to go to the polls and vote. Politics can be ugly, especially if the policies don't include the very people they are intended for. Let's hold our elected officials accountable. But at the same time, give them praise when it is warranted. Let's stop playing games and insist that our officials have the proper structure and vision for our people that is intended when we elect them to speak as one voice united in a common cause, and that cause is to enrich the lives of us who are less than fortunate.

McDuffie Cummings just doesn't stop does he? When can the impeachment process begin already? From what I hear and read, last night's meeting was total chaos. I still don't see why the tribal council is still hellbent on appropriating money that hasn't been received. If the IRS said you'll probably get a 5K tax return in February 2013 is it a good practice to go ahead now and budget it in my checking account? No, because one, the total may decrease and it may not deposit into my account until months later. HUD funds are the same way, they are proposing the tribe may get 13M, but until the budget is adopted sometime between now and May 2013 it's all uncertainty. So why budget a "may get 10 million" dollar amount & get housing recipients hopes up for it not to happen? I think that is a poor fudiciary practice. However, when you have a tribal council that can't think or comprehend for themselves what do you expect? Slick willie McDuffie has rallied the fools into believing his financial madness which was the same "operate in red and payback later" method he used at the Town of Pembroke which left a jacked up budget upon his forced retirement, just ask Allen Dial. If not careful this will be the same road the tribe will head down. In a public response from HUD last week, it was clear that that funds are not available and the tribal administration and current budget process works, so why change it? But I bet he won't tell you all that! Go to the tribal headquarters and request a copy of the letter yourself and make your own conclusion. It's clear this debacle is a political campaign attack spearheaded by Cummings and Goins in an effort to discredit the current chairman and administration. Sad but true...we better be wise in the upcoming election and see the games that are being played. Political games are the last thing the lumbee people need. If HUD even says it is not broke, then why fix it? Oh yea McDuffie, a consulting firm to operate housing, would this be a suggestion to hire your brothers firm to run tribal programs? You've already swindled the consulting firm into getting the tribes IT work, can you say "monopoly".

On a lighter note, did anyone see the Facebook posting by Councilman Charles Bullard (aka Humpty Dumpty)? He untactfully took a mobile picture with his cellphone of a tribal member speaking at the podium and uploaded it to Facebook while implying "people are mad here tonight". While the gentleman may have been upset, it was a tacky move on Humpty Dumpty to Facebook it. However, what else would you expect from some of these goobers?

So they want access to millions without the safety catches installed that regulate politicians? No accountability? Oh wait there isnt any already...they want to create a committee to study-theres 100,000 dollars gone immediately...theres people who have been waiting for years, how much longer will they have to wait while the extensive logistics behind starting this "contract" company are sorted out? More blown smoke followed by an attempt to distract everyone by enraging them with how their eagle feathers are being taken...

You are wrong about feathers Ross. There are hundreds of us dancers in the tribe that have traded feathers for years. Regarding the council's latest antics, it's a blatant disregard for the Lumbee constitution. I invite all Lumbee to attend the Chairman's debate at UNCP on November 2nd from 6-9. These antics are sure to be addressed. We have 2 hard nosed moderators lined up who aren't afraid to ask the hard questions. You may find it interesting Ross.

Happy 236th
Thousands of people were dazzled by the fireworks display at the annual Lumberton Family Fourth celebration at the Lumberton High School football stadium on Tuesday. Many watched the display from parking lots and sidewalks around town and from their own front yards.
