Kinlaw, commissioners huddle Monday

LUMBERTON — County Attorney Hal Kinlaw has asked for a meeting with the county commissioners after it was made public that he is being sued by BB&T for almost $18 million in unpaid loans.

Noah Woods, chairman of the county’s Board of Commissioners, has agreed to a special meeting for 6 p.m. Monday at the county administration office. The meeting is open to the public.

BB&T filed six lawsuits against Kinlaw at the Robeson County courthouse on April 15. In addition to the attorney, his wife Marcia, Anita Jo Kinlaw Troxler, and five companies were named as defendants.

According to The Fayetteville Observer, the bank in its lawsuits have cited Kinlaw with making 56 transactions that date back to 2001 and total about $17.8 million. Kinlaw has said that since December, he has paid $6 million toward the unpaid loans.

Brian Davis, a spokesman for BB&T, which is headquartered in Winston-Salem, said Friday that BB&T is “unable to comment on pending litigation.”

Kinlaw, Robeson County’s attorney for 23 years, told The Robesonian on Friday that he was in a “bad investment scenario” and “trying to work out a way to pay everything back.”

Kinlaw said that his problems center on several tracts of land he has purchased over the years in Onslow and other coastal counties for development companies. None of the land exists in Robeson County, he said.

He told The Robesonian that the value of the properties has depreciated so much over the past few years that the bank now contends the collateral they need to renew his loan no longer exists.

Kinlaw said he plans to have the properties re-appraised and refinanced with other banks in order to pay BB&T.

“I will pay it all off, but it is going to take time,” Kinlaw said.

On Thursday, a reporter went to the Clerk of Court’s Office to review the six pending civil suits against Kinlaw. Before the office closed for the day, the reporter was only able to review two of the files, which along with Kinlaw named two companies as defendants. Those companies were McClaw Group Inc., and Parnell Kinlaw Group Inc. In those two cases, BB&T is requesting repayment of loans in excess $7.8 million.

On Friday, the reporter returned to the Clerk of Court’s office to review the remaining four files, but was told that the files were not immediately available for public review.

But according to The Fayetteville Observer, the three companies listed as defendants in those lawsuits along with Kinlaw — who is named in the loan documents as vice president or secretary of the companies — are Webb Creek Water and Sewage; Group Eight Ltd; and Kinlaw Investment Co.

The Robesonian has also learned that Kinlaw owes several thousand dollars in unpaid taxes in Robeson County on business property, although The Robesonian was unable to get an exact amount.

According to County Manager Ricky Harris, Robeson County has a policy of garnisheeing wages of county employees who do not pay personal property taxes. The county, however, does not do the same for taxes owed on businesses, Harris said.

According to Harris, Kinlaw, who also operates a private practice, has been receiving a salary of $179,242 from the county.

Harris said Kinlaw also is paid by the county for expenses incurred when he requires assistance from other attorneys for such things as defending the county in a lawsuit. According to the School of Government at the University of North Carolina, Kinlaw charged the county $366,405 for additonal fees during 2012.

Kinlaw told The Robesonian he has not drawn a salary since November.

Hal Kinlaw owes $17 million that we know about. He can pay it in 10 minutes. All he has to do is threaten to tell ALL he knows about the CRIMINAL SHENANIGANS of the COCKROACH CLOWNMISSIONERS during his years as County Attorney. He'll be the richest man in Robeson County INSTANTLY.

I'm not so sure the COCKROACH CLOWNMISSIONERS will "dig him out". They might throw him under the bus to cover up for their OWN SCAMS. They might figure as long as THE PEOPLE have their attention on "Pinochio" Kinlaw, THE PEOPLE won't have as much time to pay attention to the COCKROACHES' SCAMS. Either way, you CAN BE SURE THE F I X IS IN!!!!!

@PercyKution If you took the time to read this article it would have come to your attention that this is dealing with a private business adventure and has nothing to do with Robeson County or Mr. Kinlaw's performance as county attorney.

Mr. Kinlaw will take a leave of absence with pay of course. That's how it is done in Robeson County. How else is he going to pay back the loans and keep the secrets of the staff and get the jobs and contracts for his buddies. Can you imagine if he spilled the beans on the Commissioners dirty back door deals. The Robesonian would have a nightly edition. Besides Hal Kinlaw is paid more than the PRESIDENT. He must be really smart.

Going out on a limb here...Mr. Kinlaw will resign tomorrow night, at the request of Commissioner Woods. This will allow him to avoid any further public scrutiny associated with his relationship with the Board of Commissioners, and at the same time and probably more importantly to them, allow the commissioners to accept his resignation and wipe their hands clean with the situation before any more of this mess causes them any grief. They are all viewed as noble, unselfish, fair, caring, and honorable public servants by everyone, and they wouldn't want something like this to damage that much deserved reputation. (Haah-BS-chooo)

Since he gets paid $179,000 a year (keep in mind thats part-time work for the county) plus another $366,000 last year in additional fees, that comes to $546,000! That is over half a million dollars, for PART-TIME work! I'm sure you and I would love to be paid over half a million for part-time work?

Hey, who in their right minds pays this guy this much money?! The commissioners, thats who! Time to find out where the kickbacks have been going, don't you think?

This is a joke!!! If that was me not paying my taxes I'd be on the streets. It's a shame what some people can get away with in this county because of who they are and what they do. This man is know better than joe blow down the road, pay up or get out!!!! The money he owes will never get payed back. He lived high on the hog for years, it's over buddy!

No percy they stay away from the sewage treatment pland because remember they recieve money from that (goes into a retirement account for them) I can just smell that some of the commissioners are in on these companies being sued.

Yeah, I bet they have a "huddle" all right! Those COCKROACH CLOWNMISSIONERS are probably mad as can be because 'Ol "Pinnichio" Kinlaw got caught after the COCKROACHES had TOLD HIM AND SHOWN HIM how to do it. And now they won't get their kickbacks from him. Let's see: "Pinnochio" got $587,000 off Robeson County TAXPAYERS last year, KICKED BACK probably $10,000 or so to EACH COCKROACH, so yeah. They ARE MAD. They'll probably have to take some prescription drugs to get over it. And what did THE SAVIORS AND TRUTH TELLERS OF ROBESON COUNTY, MR. Donnie Douglas and MR. Bob Shiles get out of it? NOTHING but a few cents for a paper and the ability to lay down in their beds at night with A CLEAR CONSCIENCE and KNOWING they've done THEIR BEST. AGAIN. THANK YOU Mr. Douglas and MR. Shiles.

Happy 236th
Thousands of people were dazzled by the fireworks display at the annual Lumberton Family Fourth celebration at the Lumberton High School football stadium on Tuesday. Many watched the display from parking lots and sidewalks around town and from their own front yards. Before the show, attendees were treated to a performance by the Carolina Breakers, and a stunt by the Army Rangers, who parachuted onto the football field.
