Plan raises Rowland taxes 3 cents
ROWLAND — Town Clerk Blake Proctor’s parting gift to town residents is a proposed budget that includes a 3-cent tax increase.
But Proctor, whose last day is today, says he has no choice because the town is expected to lose almost $40,000 in revenue in the fiscal year that begins July 1.
