LUMBERTON — Food stamps in Robeson County is a growing business.

Becky Morrow, director of the county’s Department of Social Services, says that currently more than 22,000 Robeson County households receive food stamps, totalling about $6 million a month. And, according to Morrow, with the state of the economy, there is no indication that the number of cases will decline anytime soon.

“Cases and the amount of money for food stamps just keeps increasing year after year,” she said.

Anthony Dial, DSS program director for economic services, says the rise in food stamps is unpredictable, but the trend is clear.

“It varies,” he said. “Some months we get a hundred new cases. Some months there are 200 new cases.”

The Supplemental Nutrition Assistance Program provides assistance for purchasing food for low and no-income individuals living in the United States. It is a program administered by the Food and Nutrition Service of the U.S. Department of Agriculture, but the individual states are responsible for distributing the benefits.

During the 2011 fiscal year, $76.7 billion in food stamps was distributed nationwide. As of March 2012, 46.4 million Americans were receiving on average $133.14 per month in benefits.

According to Morrow, the total amount of food stamps received by Robeson County residents in 2009 was $47.37 million; $58.10 million in $2010; and $65.18 million in 2011. It is estimated that during the year that $77,062,924 worth of food stamps will be paid out in Robeson County, the state’s 23rd most populous county, which would mark an increase of 85 percent since 2009.

People who qualify for food stamps use an EBT card, which looks like a credit card, to make purchases. They can buy a variety of foods, prepackaged, breads, dairy products, certain bottled beverages, ice, meats, vegetables, fish, poultry and more. Excluded items include hot foods, food intended to be eaten in the store, pet food, and alcohol and tobacco products.

DSS officials say one doesn’t have to look far to see why so many Roberson County residents are finding it necessary to seek assistance to purchase food. And the trend in growth is not just in Robeson County, but nationwide, they say.

“Look at the economy,” Dial said. “There’s high unemployment.”

According to June unemployment figures reported by the N.C. Department of Commerce’s Labor and Economic Analysis Division, Robeson County’s 13.9 percent unemployment rate was sixth highest in the state. Neighboring Scotland County had the highest unemployment rate in the state at 17.6 percent.

State Rep. Garland Pierce also points to the state of the economy, and contributes people out of work for the rise in food stamp recipients.

“Until people get back to work the number of people needing food stamps is going to increase,” Pierce said. “Today there are people needing food stamps that thought they would never need them. These people would rather work than receive the benefits.”

But other factors also come into play when considering the increase in food stamp recipients. Eligibility requirements for the benefits have been loosened. In the past couple of years the minimum financial eligibility requirements have been raised, and work restrictions have been reduced

The Obama stimulus act is credited by many as a key factor — along with the downturn in the nation’s economy — in the rising tide of individuals and families now eligible to receive food stamps. During Obama’s years as president, it has been made easier for childless jobless adults to qualify for the program.

Darlene Jacobs, executive director of the Robeson County Church and Community Center, says that a majority of those who come to her center’s food pantry for assistance are receiving food stamps.

“I feel comfortable saying that 60 to 65 percent receive some kind of food stamps,” she said. “This includes a lot of seniors who receive just $15 to $16 a month in stamps, to families of five who receive $1,000 a month.”

While food stamps increase the purchasing power of individuals and families in need, they also significantly boost the economy of local communities. The USDA has determined that for every food stamp dollar spent, $1.84 is created in local economic activity.

In Robeson County, food stamps can be considered a big business, Pierce said.

“It helps provide jobs and funds payrolls, he said. “If it wasn’t for food stamps, there would be $60 million less coming into the local economy.”

County Commissioner Raymond Cummings, who serves as chairman of the county’s Social Services board, did not return several calls from a reporter requesting his thoughts on the the increase in food stamps.

Everyone on Foodstamps, medicaid and disability needs to be random drug tested. If you can afford drugs, alcohol or cigaretts you can afford to feed you and your kids. Get out and find a job. There is daycare assistance if you have kids. Race has nothing to do with this. but it seems like you Truth&Fairness are one of those people quik to SCREAM RACISM! I know a hell of a lot of racist blacks so don't even go there.

I agree with some of you they need to start drug testing people, also make it where if you have more then two children you cant get more help for each child, why do people keep having kids knowing they cant afford them, me and my husband both had good paying jobs and fell ill he is know on disability and I have to stay home to take care of him, we have two children together so there is four of us in the home which we pay over 400 a month in rent not including lights, water, car, insurance, gas, medicine, and Dr. bills, went to the dss for help and now we get a whooping 58 dollars a month that we use to help the first week we get them, then while im walking around with a calculator trying to manage what I get I see people with 4 or 5 kids buying steaks and ribs a case of beer and grabbing all kinds of candy at the counter and pay for them with food stamps, and the husband hang sheet rock making 15 bucks a hour working 10 hr days 6 days a week you do the math on what he brings home cash money getting paid under the table tax free he making more a week then we get all month where is the justice in that

The food stamp program is a good program if it was used like it should be. It is very much abused in Robeson Co. as I am sure it is in other counties too. I have seen for myself alot of the people that go in the office, dressed to a t with their designer clothes, nails manicured and and iphone in their hands. The sad part is just this

Senior adults who cannot get out and work to make ends meet and can hardly pay for their medicines while, these young adults get this big amounts of food stamps. I wouldn't be scared to say 8 out of the 10 that get food stamps end up selling them and getting cash to support their other habits. A middle class person in the time of need cannot get help. We have children too. Because I am a single parenting working full time to try & care for my children, and going to school full time, I cannot get help. There definitely needs to be some changes made. There should be a time limit. There should be a limit of one year for food stamps or welfare. If after a year,if a person has been on food stamps or welfare and still don't have a job, there is something wrong. That is why the foreigners are getting all of the jobs because Americans won't work, they would rather stand in line and wait for mine and your taxes to pay for their welfare checks and food stamps. I have worked since I was 15, most of the time 2 jobs to support my family. I can honestly say I have not received any handouts. Time for a change in the system I would say!!!

I am originally from Robeson County but I live in Raleigh now and I am aware of how "poor" this county is. Education, Education, Education if the education was better there then people wouldn't have to depend on the government for so much. Why isn't our Government doing something to get jobs in Robeson County? People don't abuse food-stamps just in Robeson County, it's everywhere! There are a lot of hard working people in Robeson County and there are a lot of people who have been taught to rely on the Government. Instead of people putting down that there are so many people using food-stamps maybe they should be trying to let our Government leaders know their heart felt opinions on the poor state of the economy in Robeson County. Our own Government let the factory jobs go to other countries that would pay less and it makes me sick! I don't get mad at anyone who needs to get food-stamps but I do get mad at people who don't try to educate their children about getting a better education and getting out of Robeson County. Shame on the residence that teach their children to depend on the Government so much!

I work 40 hours a week. My ex-husband is nowhere to be found so I recieve no child support. I have a four year old daughter in daycare which I recieve no assistance for. Two-thirds of my pay EVERY month goes directly to daycare and rent. This does not include food, gas, lights, car payment, heat, phone, nothing. I recieve $16 a month in food stamps. I am thankful for this help but I strongly believe there should be a limit on the foodstamp allowance per family. I grew up in a family of five, and there is no way if they are buying what they need, they can eat $1000 worth of groceries a month. If the foodstamps were being spent as if it was their hard earned money, it would be different. But for me to spend all this time working, away from my dauhter, and have JUST ENOUGH money to pay the living expenses and have to go in the grocery store for sugar, tea bags, hot dogs, bread, and Ramen noodles, and see a family of three with two buggy's full and the two kids playing on their iphone 4's, makes me want to use their $500 phones as targets at the shooting range. If it were me, I would sell my phone for groceries. If there was a household limit, say $500, then way more families that have to choose between food and paying the light bill WITH THEIR PAYCHECK, would be able to have a little help. Also, their picture should be on the card.

And one more thing, you should have to have a "character interview" and pass it in order to get anykind of help. The last time I was at the DSS waiting to apply for the food stamps, I was the only white person in the waiting area,

(which isn't an issue, I have many friends of every race) and I had to sit there and listen to how Obama should make it legal to shoot and kill one white person a day. While she sat there with her hair done, her nails done, a brand new clubbin outfit on, all five of her kids looking like they just climbed out of a dumpster. Not one of them had shoes on, and ofcourse, her new $900 iphone 4s, she said that every person with a confederate flag on should be shot in the head execution style. Although you can't educate ignorance, you can teach them how to act in public. That was in no way the time or place to discuss YOUR thoughts and beliefs. Also I had to overhear TOO much information about her personal, VERY personal love life. That would have been a DENIED!! PRIORITZE!!! Food for you and your kids should come before your hair and nails getting done.

I know people will get mad about my comments, but it is the truth. If she would have been denied or suspended for a month or two, she would have learned how to behave in public and maybe be a little more thankful in recieving the food stamps because she would then know that she can be denied.

I agree with everything you said. I see and hear it every day, too. Blacks don't want to work for anything, they think the government should provide everything for them. Because, you know, it's all the white man's fault. And, of course, because it's all owed to them for reparations for slavery. This attitude is passed on from one generation to the next, it's a never ending cycle with no end in sight and the instigator-in-chief, that embarrassment of a president this country has, just adds to the fire with his politics of hatred and division. Let them have their food stamps and live around the poverty line for the rest of their lives, fine with me. Just keep working hard and you'll get where you want to be in life and they will still be poor and morally bankrupt. Yep, the democrat way, keep the black man right where he is: poor and dependent.

the system for food stamps suck. my neighbors sell them for half value. people stand around bo's and sell them. hell i am staying at the hospital with my dad and some young punk offered me 200 in stamps for 75 bucks. he was also a patient. since i am jobless right now but do not qualify. maybe i should have taken the 75 dollar deal.

im not against people being helped,but action needs to be taken to prevent the drug addicts who only use there food stamps to trade for drugs, or like someone said below, if you're driving around in a full size suv with huge chrome rims, you're standing in line at a convienent on you're iphone buying out the candy, chips and soda isle you are obviously in a position where you don't need the help. but a long as it's aloud im sure it will continue to happen. just another great thing robeson couty has done.

There does need to be oversight in the foodstamp program. I also have seen folks using their "debit card" for groceries then pulling out wads of cash to buy beer. Then they load up in a much nicer vehicle than I can afford.

Another thing too, when their illigitament children are in school 9 months out of the year, they eat breakfast and lunch there. Why do they still get the full amount of foodstamps and only have to feed the kids one more time, dinner.

It don't matter what color a person is what matters if they need help. Some people may not need foodstamps because of abuse but sweetheart it's all races not just one. This is the biggest pile of Keynesian horse hockey I've ever read. The USDA is claiming that if we take a dollar from one person and give it to another person to buy food, then that will create $1.84's worth of economic activity? Give me a break. There's no truth to the multiplier hogwash that Keynesians peddle. If it was true, then why don't we tax everyone at 100% and give everyone someone else's money so that when it's spent it is somehow worth more?

That $60,000,000 had to come from someone else's pocket, and letting the original owners of that money save or spend it as they see fit is much more desirable than having Uncle Sam take it and give it to another while claiming it's good for the economy.

I will support you on that. Case in point, for 20 years I have paid into Social Security knowing that when it comes time for me to need this service, their will be nothing there of the thousands, and I do mean thousands that I have paid in to this broken system. Don't think the system is broken, go to the doctor, tell them you are depressed and behold you to can be a partaker of this "great" system. As far as no more welfare, like I said I've worked for the last 20 years so I have not had the "pleasure" of needing this service either. So far as Police, I must say I appreciate their effort with the In-Justice system in the Great County of Rob-Some-One, oh I mean Robeson. I'll tell you a secret. Need them in the County at night, when it has been proven most crime occurs, as someone is assaulting you. If you are lucky there may be 3 Deputies to cover the county. Heaven forbid you are on the opposite side of the county where they have previously been dispatched. HINT- You better have an equalizer, peacekeeper, widowmaker, or what-ever else you like to call it. Helps on its way... In 20 minutes, maybe.... So far as Fire, again much praise for the volunteers at our rural fire departments. They dispatch quickly but the truth as by the time they leave home, get the trucks rolling, and arrive on the scene, while trying to avoid drivers that will not yield the right-of-way, It is a containment operation, meaning just keeping it from spreading to other peoples property. Medicad and Medicare... Your President has that one wrapped up LOL..... So what part of your proposal is supposed to hurt me? Just saying...

How the hell can you compare fire and police protection with food stamps... nothing is even remotely the same except all three are abused by sorry bums too lazy to work... at least thats the case in Robco... to assist someone till they get on their feet sure... but living off the system your whole? Think how much money would be saved if instead of running mowers in the projects the grass was tilled up for gardens... but then these lazy pukes would have to pick their vegetables.

These programs are a joke. I know there is a small about of people that use it like it should, help them. But then there is tons of people that are the scum that abuse it. Why not drug test them. We as taxpayers get drug tested at our jobs. If you can buy beer or cigarettes then you dont need to be on any program. When I was younger and worked at grocery store more than half of these people had a lot better rides and stereo systems along with the rims than most people. All they did all day was sit at home do drugs, drink, and collect help. Have more babies to get more help, then kid knows nothing but do the same thing parent has done. Then half people that probably need these programs are denied because too many scums and drug addicts are on it.

What gets me is when they have 2 cases of beer and 2 cartons of cigarettes and a buggy full of tbone stakes and other premium items. They get rung up use the EBT card and then pull out a pocket full of cash and pay for the beer and cigarettes. There needs to be a system in place to see what they are buying and give them vouchers instead of cards and ID's need to be shown not just a pass word.

Will Becky Morrow and Anthony Dial please explain in a post to this article how my friend was denied temporary help? He owns land moving equipment and runs a small business. Due to the slow economic activity he approached DSS for temporary food stamp assitance until things picked up. Your staff informed him that he owned too much and if he got rid of his equipment he could qualify. He walked out disgusted. This is backwards. DSS needs to help those who truly need temporary help. Not create dependency which is what DSS offered. Only liberal educated fools can deny this man temporary help while offering $200.00 a month to criminals released from prison.

Citizens we need to awake to this sort of corruption that kills the spirit of the working man. I have given him more assistance than the US government by hiring him to work on my farm. Although he always offers to give me a receipt I tell him not to report it. Becauase he will only be taxed to pay into a system that is not designed to help a man like him.

Do not expect Raymond Cummings to address the issue. As usual, he has no comment and will not show any kind of leadership.

Federal guidelines/policies are followed. If you want to see it changed contact your Congressman for NC and the other 50 states. Why do people always blame the agency or our local officials for policy that is written at the federal level? Please use some common sense. Must not be too concerned making comments without basic research.
