County board to look at pay, benefits

LUMBERTON — At least two Robeson County commissioners say they can get enough support from fellow commissioners to call for study on how they are compensated to see if changes need to be made.

Roger Oxendine and Tom Taylor both told The Robesonian last week that they are willing to make motions at the board’s monthly meeting on Sept. 4 asking the county’s administration to investigate to determine if the commissioners’ pay and benefits are “in line” with those received by commissioners in other counties. The chairman of the board, Noah Woods, also appears to be on board with Oxendine and Taylor.

“I’ve talked with several board members and they agree that we need to back up and look at our discretionary funds and other stuff,” said Oxendine, who did not want to identify those commissioners. “They agree that we should let our staff investigate other counties and see if we are in line with them or not.”

The “other stuff” includes salaries, monthly stipend, health insurance and retirement, perks that have historically been approved by commissioners without open discussion by being included in new budgets that take effect on July 1. Government experts interviewed for this story said that placing those items in the budget may be legal, but said that doing so is not transparent.

“I am willing to look at where we are and what we need to do,” Taylor said. “I was going to recommend at our last meeting (Monday) that our manager take a survey of what other counties are doing, but I didn’t have a chance to first talk to all of the other commissioners about it … . We need to look at everyone else and see if we are in line.

“Our No. 1 priority is our taxpayers. Also our employees need to be looked after.”

Robeson County commissioners are currently the fourth highest paid in the state when salaries and their travel stipend — the highest in the state at $700 a month — are combined; each receives $40,000 a year in discretionary funds to allocate to organizations and projects, money that is distributed without a vote by the board; both commissioners and their families can receive free health insurance; and the commissioners have a 457 retirement plan where the county matches 4 percent of their salaries.

A random survey by The Robesonian of surrounding counties has found none that give their commissioners discretionary funds. Most counties provide funding for selected nonprofits and other organizations by including them in individual line items in their budgets.

In regards to health insurance, a check by The Robesonian of several counties found a mixed bag — some provided the commissioners health insurance for free, some for a fee, and in some cases the commissioners were not eligible for the plan. The Robesonian could not find any county that offered a commissioner’s family health insurance for free.

All of the current commissioners receive free health insurance, with all but Woods and Tom Taylor also receiving free insurance for family members. County employees receive free insurance, but to add one child to their coverage costs them $170.62 per month. If more family members are added the cost jumps to $311.20 month.

The benefit follows commissioners when they leave the board, provided for free for any commissioners who served at least eight years, at 25 percent cost for any commissioner who served at least six years and at 50 percent cost for any commissoner who served at least four years.

Robeson was the only county The Robesonian found that provided better health benefits for its commissioners than its employees.

Free insurance has been provided for family members of commissioners since July 1, 2006. Records show that the issue of free health insurance for families was never voted during an open public meeting of the Board of Commissioners, but was simply placed in the budget for approval.

The commissioners on the board when the free family insurance was approved were Chairman Johnny Hunt, Taylor, Woods, Raymond Cummings, Luther Herndon, Otis Pelman, Hubert Sealey and Tommy Wellington. Hunt, Herndon, Pelman and Wellington are now off the board, replaced by Herndon’s son Lance, Roger Oxendine, David Edge and Jerry Stephens.

The Robesonian could find only one other surrounding county, Cumberland, that offers its commissioners a 457 retirement plan. The 457 plan has been available to Robeson County commissioners since 2008, when it was also placed in the budget without discussion in open session.

County employees have a 401-k plan into which the county contributes 4 percent of an employee’s salary.

Jane Pinsky, executive director of the N.C. Coalition for Coalition for Lobbying and Government Reform, said that all of the discussion pertaining to benefits and discretionary funds “absolutely” should have been discussed in open session and voted on in public.

“All of this information should be easily accessible to the public,” she said. “There needs to be transparency. They have the responsibility to make it clear how county money is being spent.”

Jeanette Doran, the executive director and general counsel for the N.C. Institute for Constitutional Law, said that while there is no constitutional requirement to discuss these issues in public, transparency in dealing with taxpayer money is the best policy. She pointed out that the constitution requires taxpayer money be used in public interest, and questioned whether that was happening.

“There are guidelines for exactly what purposes tax dollars can be used,” she said. “But the definition of public use is quite broad.”

Woods, the chairman of the board, told The Robesonian on Friday that he has “no problem” supporting a request for county staff to review benefits received by the commissioners. He also said that the commissioners are now going to make sure that county business is discussed and acted on more openly in public.

“I know that in the future we (commissioners) are going to make sure that the people know what is going on,” Woods said. “From now on, everything will be out on the table.”

Percy, you praise the robesonian but nobody there cares about the county. Ratings and juicy stories are really all that matters. That is pretty much all newspaper outlets. Negative articles are used in front of positive articles.

Well, I do KNOW that if if weren't for Donnie Douglas and his Faithful Sidekick Bob Shiles, THE PEOPLE of Robeson County would have never known what kind of a SCAM the COCKROACH CLOWNMISSIONERS are pulling. That's a FACT.

I think these commissioners have only come forward because they know another elections will be coming up soon especially for Taylor. I bet all three voted for every pay raise and benefit that is being received. Everyone needs to really check and see how each one of them vote when they are behind those closed doors. I think they vote one way and tell that they vote another to cover their butts. Alot of them are looking after themselves and who they know. I understand a position was created recently for Taylor's girlfreind over at the DSS office and that about everyone of Cummings family members have been given jobs out there and that his daughter in law as caught campaigning on FB during work hours and that was ground for immediate dismissal but it was sweept under the rug by him.

I also feel that it is a conflict for Mr. Woods to serve as a commissioner and on the RCC Board and the UNCP Board at the same time. You can pull alot the things the way you want to being in those position all at the same time.

Other questions that I wish the Robesonian would look into is how much has Taylor and his family benefited from rent monies from the county that his father set in place while he was in office and what is Raymond Cummings connection with the new ambulance service?

I feel that there is alot that has been done behind those closed doors in the past that we will never find out about.

I not saying for sure but I'm thinking that Edge is the one who really brought alot of this out. Judgment is still out on him and Hendron but so fair they have shown to be fair and appears to want what is right for our county and for the people of the county, not just in their disticts but for the entire county.

Oh!! If we could have only been a fly on the wall in those closed meetings.

I dont know anything about these things mentioned here but if true i wouldnt be surprised.As for woods here sure is a busy man 3 boards and counting sit on county board that helps fund RCC yet he dont know where the $$$ goes? interesting maybe he needs to slow down and just try to do a good job on one board not so so on 3. I say keep the heat and the spotlight on all of them. Accountability and open dealings is what we need and must demand.

something was done to her... she just got herself a promotion from what ive heard. nothing will every change until we vote these people out of office. wonder how they will explain her big move she has made or are they keeping that under the rug as well??

The problem might be that these COCKROACH CLOWNMISSIONERS did'nt go too far in school. One for sure, and maybe two did'nt even graduate from high school. And the closest most of them have ever been to a college is when they drive by RCC. Can they read? Can they count? The next time you see one of them out of it's den, ask them "how far did you go in school?" Of course they'll lie and tell you they're a Dr. or something, but it'll be fun.

DO NOT WASTE another dime! Do the right thing and volunteer to give up the slush fund, ret. fund and health benefits. Give the 1.2 million to the education system. Give all of the money spent on ret. and health insurance to the Police dept. etc.. These words for a review are a pacifier to try and hush the voice of the people. The County is sinking and our life raft has come in LOUD AND CLEAR! Stop taking from the taxpayers for personal gain. All tax dollars should be accounted for. Let us know when this Forum of change will take place. The Citizens of Robeson County want to be there. Make sure the room is big enough to hold us ALL! The story says "County Board to look at pay, benefits". Well, thats a BAD joke. The only thing the County Board is going to "look at" is HOW to steal more. What needs to be "looked at" is HOW to get rid of ALL of them before dark.

"..looked at..." What are the CROOKS "looking" at? How to steal MORE??????? This is silly. The ONLY thing that needs to be "looked" at is how to run the whole lot of them OUT OF THE COUNTY. How much is this "looking at" going to cost THE TAXPAYERS? This current bunch of CLOWNMISSIONERS are nothing but liars, thieves and CROOKS in my opinion, and they are ALL padding their pockets with every day that goes by. How much longer are the PEOPLE of Robeson County going to take it? THAT is the ONLY thing that needs to be "looked" at. Even the Lumbee Tribal Council got rid of Purnee The Pilferer when he got to stinking so bad even THEY could'nt stand it. But the PEOPLE OF ROBESON COUNTY just keep letting this bunch of HOGS run wild. Pitiful.

This is a start! This was also looked at 10 yrs ago but the slush fund creeped back in. Thank You Robesonian for bringing some of the dirt to light. Election time is near for Edge! I hope he agrees to reduce it too. Also, fix the dirty Closed door deal they did to our Philadelphus Community! We will not be run over, dug up or drilled over without a fight. Do not waste more tax payers dollars on such a wrong decision that should also have been made by the Commerce. Was this the right thing to do for an agricultural/residential community. The Community says NO!!! Raymond Cummings handed out the typed up regulations the night of the meeting. What did that tell us? Our voices, pleas and reasons did not matter to our County Commissioner Raymond Cummings. The online petition to keep our county commissioners accountable will go on for the period it takes to make a change in this county. We live here and will continue to let the people know that THE PEOPLE OF ROBESON COUNTY have a voice! Do not turn your head when things are being done to keep our county poor, violent and educationally challenged. We are the future and we want a change. DO the Right Thing!

This shows what the public can accomplish when we pull together , they are scared now and rightly so LOOK AT THOSE BENIFITS!! free insurance for their family! 4% on 401k, retirement no wonder everyone wants to be a commissioner. you will be set for life. Thanks robesonian for investigating this and bringing it to light we have been in the dark for years, no open votes or agenda to add these benifits just slip past us fools who keep voting them back in. i cant wait till my district seeks relection!. Public servants my A** self servants! ask a state employee what it cost to insure family with no raise in 5 years. keep the heat on!!!!

Yes, THE ROBESONIAN and Donnie Douglas shined the light on these COCKROACHES. Donnie Douglas has done MORE for Robeson County than any of these CLOWNMISSIONERS by letting THE PEOPLE know what they're sweeping under the rug and covering up, and Mr. Douglas did'nt get ONE DIME for it. This county owes him an eternal THANK YOU.
