FAIRMONT — A Lumberton man who was struck by a vehicle Thursday night and killed did not have any reflective material on his bicycle or clothing, according to the state Highway Patrol.

The patrol on Friday identified the dead man as 50-year-old Halliway Phipps, of 349 Wilkerson Drive, after relatives had been notified of his death.

According to Trooper David Raynor’s report, Phipps was riding a bicycle north on N.C. 41 about a mile north of Fairmont at about 8:28 p.m. when he was struck from behind by a 2012 GMC van being driven by Michael Doss Townsend, of Sprunt Avenue, Lumberton.

State law requires that reflective material be on the bicycle and the rider.

Townsend was driving 50 mph in the 55-mph speed zone. No charges were filed.

About $3,500 worth of damage was done to the GMC.
