ST. PAULS — A 28-year-old Shannon woman has been charged in the Monday shooting on West Broad Street that left two people injured.
Heather Nicole Locklear, of the 4000 block of Shannon Road, is charged with two counts of assault with a deadly weapon with intent to kill inflicting serious injury, according to St. Pauls Police Chief Tommy Hagens.
The shooting happened at about 5 p.m. when people at Five Star Discount and RS Food Mart began “mouthing off” to each other, according to Hagens. Hagens said that Locklear, who had been pinned to the ground during the fight, was given a gun by an unidentified person and she then shot Shannon Lowery, 20, of Raeford, and Mitchell Locklear, 22, of Shannon.
The Robesonian also spoke with a witness to the shooting who said an employee of the Hardee’s restaurant was leaving and argued with several people at a nearby service station. The employee got in a vehicle, but as it left, it stopped at a traffic light and someone hit it with a baseball bat. The employee got out of the vehicle and a fight broke out.
“And then all of the sudden I heard bang, bang,” the witness said. “One of the girls had pulled out a gun and shot one of the girls in the foot and (the) employee in the stomach.”
Hagens said that there had been an altercation between the two groups in the days leading up to the shooting.
Locklear was in good condition at Southeastern Regional Medical Center, according to spokesman Amanda Crabtree, and Lowery was treated and released.
Heather Nicole Locklear was placed in the Robeson County jail under $50,000 bond. Her first scheduled court appearance was today.

When a person commit crimes, it has nothing to do with the officers... It is because of the criminals ignorance and lack of morals. Ignorant people in society use law enforcement as an escape goat... Agencies are limited in personnel and resources. They can be at every call within 5 minutes, especially in the case of the drunk driver. The highway patrol officer may have to come from Orrum or St. Paul's.... The deputies may be on a subject shot or domestic. There is no officer on every road or corner.
Hannibal... If you know an officer(s).... Tell them great job and thanks for the daily sacrifice.
One day soon I will run for something around here and win. And I will get things straightened out.
The crime rate in the county can be traced back to our county commissioners, directly. They TELL the Sherriff how many he can hire. THE COUNTY COMMISSIONERS TELL THE SHERRIFF HOW MANY HE CAN HIRE AND THEN THE SHERRIFF GETS BLAMED WHEN CRIME IS HIGH! There, needed to be yelled.
When the Sherrif runs for re-election he should put that on a billboard and let the voters know.

If you have something so degrading and negative to say about st Pauls and Tommy Hagens (not hagins)...then maybe you should get your butt up from the comfort of your family and home to fight crime!!! There is a need for law enforcement officers in the community...but people like you are steadily bashing our law enforcement community rather than supporting them. But yet...I don't see you out on the streets trying to make a difference and make the community a safer place; now do I? --you should think before you post a comment showing your utter ignorance. And God be with you the day someone breaks in your house...or steals your wallet...or breaks in your car -- hope those "crooked cops" you speak of are there to help you. Because if they take more than 1.5 minutes to arrive to your beckoning call...I'm sure you'll talk crap then too!!!!!!!!!!!!
