ST. PAULS — A 28-year-old Shannon woman has been charged in the Monday shooting on West Broad Street that left two people injured.

Heather Nicole Locklear, of the 4000 block of Shannon Road, is charged with two counts of assault with a deadly weapon with intent to kill inflicting serious injury, according to St. Pauls Police Chief Tommy Hagens.

The shooting happened at about 5 p.m. when people at Five Star Discount and RS Food Mart began “mouthing off” to each other, according to Hagens. Hagens said that Locklear, who had been pinned to the ground during the fight, was given a gun by an unidentified person and she then shot Shannon Lowery, 20, of Raeford, and Mitchell Locklear, 22, of Shannon.

The Robesonian also spoke with a witness to the shooting who said an employee of the Hardee’s restaurant was leaving and argued with several people at a nearby service station. The employee got in a vehicle, but as it left, it stopped at a traffic light and someone hit it with a baseball bat. The employee got out of the vehicle and a fight broke out.

“And then all of the sudden I heard bang, bang,” the witness said. “One of the girls had pulled out a gun and shot one of the girls in the foot and (the) employee in the stomach.”

Hagens said that there had been an altercation between the two groups in the days leading up to the shooting.

Locklear was in good condition at Southeastern Regional Medical Center, according to spokesman Amanda Crabtree, and Lowery was treated and released.

Heather Nicole Locklear was placed in the Robeson County jail under $50,000 bond. Her first scheduled court appearance was today.

Don't know about the other cops, but the ones in Maxton caught who broke in my house without getting finger prints. They were awesome. They found out a guy on the same road had broke in a house 3 weeks earlier. They went and questioned him and his dumb self turn over all my stuff. I got everything he stole back. I didn't even know the guy. So hats off to Maxton police. Also when I have to call them or my alarm goes off they are here within minutes. I stay in a rough neighbor hood, but the police are great.

Why is it every time a crime occurs somewhere somebody always throws out that the law enforcement officers there are crooked??????????

That is their way of saying they are ignorant to the fact or.... They have been arrested in the past and hate law enforcement officers. For example, look at the unsolved break in comments.... Every break in is not going to be solved, but some people tend to have the CSI syndrome. The officers arrive, find the prints, get a confirmation on the prints, and the case is solved within 30 minutes. It don't work like that...and a lot of the cases are not solved because people negative attitudes toward law enforcement officers... But want others to help when they are the victim.

When a person commit crimes, it has nothing to do with the officers... It is because of the criminals ignorance and lack of morals. Ignorant people in society use law enforcement as an escape goat... Agencies are limited in personnel and resources. They can be at every call within 5 minutes, especially in the case of the drunk driver. The highway patrol officer may have to come from Orrum or St. Paul's.... The deputies may be on a subject shot or domestic. There is no officer on every road or corner.

Hannibal... If you know an officer(s).... Tell them great job and thanks for the daily sacrifice.

Trutalk: Very well put! Police should be paid based on the crime level in the community. The higher the crime, the higher the pay. Robeson county leads in crime, so our police and deputies should be paid the highest in the state. This way the commissioners would want to hire more officers to lower the crime rate and the pay for the officers.

One day soon I will run for something around here and win. And I will get things straightened out.

The crime rate in the county can be traced back to our county commissioners, directly. They TELL the Sherriff how many he can hire. THE COUNTY COMMISSIONERS TELL THE SHERRIFF HOW MANY HE CAN HIRE AND THEN THE SHERRIFF GETS BLAMED WHEN CRIME IS HIGH! There, needed to be yelled.

When the Sherrif runs for re-election he should put that on a billboard and let the voters know.

ps. THE COUNTY COMMISSIONERS, THE COUNTY COMMISSIONERS............ Pathetic.

Ps. I hope I run into one of em around the holidays out shopping with their families, I will make it my point to get in there personal space and embarrass them in public. Make em feel like crap. I've been told I have a special gift at doing this to people, and it would be a sin not to use a gift from God, right?

If you have something so degrading and negative to say about st Pauls and Tommy Hagens (not hagins)...then maybe you should get your butt up from the comfort of your family and home to fight crime!!! There is a need for law enforcement officers in the community...but people like you are steadily bashing our law enforcement community rather than supporting them. But yet...I don't see you out on the streets trying to make a difference and make the community a safer place; now do I? --you should think before you post a comment showing your utter ignorance. And God be with you the day someone breaks in your house...or steals your wallet...or breaks in your car -- hope those "crooked cops" you speak of are there to help you. Because if they take more than 1.5 minutes to arrive to your beckoning call...I'm sure you'll talk crap then too!!!!!!!!!!!!

How man break ins occur daily? How many are solved? Dont tell us what a wonderful job they do, we live here too, we see the trash day in and day out. Why dont we the citizens do more? We dont have the legal powers to do anything except call and wait and wait and wait...if we take law into our own hands we go to jail so we call, and wait, and wait...I followed and obvious drunk driver down 72 from lumberton to red springs, he ran people off the road by budweiser, i called 911 and stayed on the phone...i was on 71 before i saw a cop...

Here we go again ST. Pauls finest... I tell ya living in this crime and violent town and next door at 5 star discount were its known to be drug selling going on also... But yet the Chief OF POLICE HAGINS TELLS EVERYONE THERES NO CRIME IN OUR LIL OL TOWN THERES MORE BREAKINS SHOOTINGS DRUG SELLING GOING ON THEN WHAT PEOPLE KNOW ITS TIME TO CLEAN OUR TOWN UP THATS GETTING RID OF HIM AND THE CROOKED COPS UNDER HIM NEED FRESH FACES TO CLEAN IT UP..

If you see so much going on why dont you report it? You are just as guilty if you stand by and watch and say nothing! St. Pauls has changed alot since the mills shut down years ago, there is nothing there anymore, The shutting down of the mills there hurt the communitee bad.
