GREENVILLE — Donna Gooden Payne, former university counsel for The University of North Carolina at Pembroke, has been named vice chancellor for legal affairs and university counsel at East Carolina University.
Payne also served as chief of staff, liaison to the North Carolina Ethics Commission and assistant secretary to the board of trustees at UNCP.
As vice chancellor for legal affairs and university counsel at ECU, Payne is responsible for providing comprehensive legal counsel by advising the chancellor, board of trustees, senior administrators and, through them, faculty and staff.
She leads a team of six attorneys and four support staff that provides counsel on the legal implications of proposed policies, compliance with federal and state laws and administrative regulations, drafts and review contracts, and coordinates or provide legal support for a variety of matters, including employment proceedings, student disciplinary appeals and health care regulations.
Payne is a graduate of the University of North Carolina at Chapel Hill, where she was a Morehead Scholar. She holds a law degree from the University of Texas at Austin. She has worked on numerous boards and committees.
