NAACP wants principal removed

LUMBERTON — The local chapter of the NAACP is demanding that the principal of Southside-Ashpole Elementary School be removed from her position, alleging that Dacia Bullard has mistreated students and parents.

Gloriesrenea Stackhouse, president of the chapter, on Tuesday told the Public Schools of Robeson County Board of Education that 12 parents have filed written complaints with the NAACP accusing Bullard of “discrimination, retaliation, unfair treatment, denial and refusal of parental involvement, and the unprofessional conduct of a school administrator.” These complaints were also filed with school officials in November, she said.

“The community has come together to seek a resolution to these issues, which have become a great concern for many,” she said. “Parents and students are tired of being mistreated, discriminated against and dealt with in such an inhuman way.”

Stackhouse did not cite any specific instances to back up her allegations, but told the board that parents have made many calls to school board member Brenda Fairley-Ferebee — who represents the district in Rowland where Southside-Ashpole is located — and to Johnny Hunt, the school district’s superintendent.

One Southside-Ashpole student, Malik McCallum, briefly addressed the board, telling members that he doesn’t feel everyone at the school is treated the same by the principal.

“The parents, students and community of Southside-Ashpole students are concerned about the constitutional rights violations, discrimination, and code of ethics violation of parents, staff and students of Southside-Ashpole Elementary School,” Demisa McCallum, Malik’s mother, said after the meeting. “Our students, parents and community deserve a principal who is fair and does not abuse her authority. Our students deserve a principal who does not discriminate against them or their parents.”

In a statement that she was going to present to the board, McCallum said that the principal’s “blatant disregard for the law” has caused many of the most highly qualified teachers to leave the school, as well as parents removing their children from the school. She also said Bullard has banned parents from the school if they challenged her decisions.

“It is time for this to stop,” McCallum said.

School administrators, including Hunt and Assistant Superintendent Stephen Gaskins, said the allegations are being investigated, but declined to to make any specific comments because the concerns raised are a personnel issue.

Ferebee told The Robesonian that she has met six times with the parents and other concerned community members.

“There are some concerns and they are being addressed,” she said. “I want to commend the parents for standing up for their children. I support the parents.”

Stackhouse said that the NAACP will settle for nothing short of Bullard being removed from her position.

“We want her out,” Stackhouse said. “If necessary, we are ready to take this case all the way to the national level of our organization.”

Also at Tuesday’s meeting, Jamie Burney, president of the Robeson Association of Educators, urged board members to lobby against any severe cuts in the federal budget, especially in the area of education.

Burney noted that the cuts in education, that could be as much as $5 billion nationally, would mean fewer services for 9 million public school students and job losses for 80,000 Americans.

“Unless Congress acts now to stop these budget cuts, education funding will fall off of a cliff in North Carolina,” he said. “Our best estimate is that the budget cuts would result in a reduction of more than $100 million in federal funding for North Carolina public schools and programs serving children.”

Hunt also expressed concern.

“With all of the federal programs we have, that could mean a loss of $3 million to $4 million,”Hunt said. “That would be in addition to the $30 million in state cuts we have had over the past four years.”

Also during Tuesday’s meeting, Gaskins said that seniors at Lumberton High School on Monday will receive the Apple Notebooks that they are being provided through a federal grant. The “roll out” will be held at the high school from 4 to 6 p.m.

Just because the article says the NAACP is involved doesn't necessarily mean Bullard is doing wrong by her school. As soon as I read the name of the local chapter president I understood completely. Ms. Stackhouse has a well-known, wide reputation for stirring the pot every time something doesn't go her way. She has a history of playing the RACE CARD whenever it suits her purpose. I have dealt with her first-hand, so I do know what I am talking about. It's Black-this and Black-that. The poor, little Black children and their parents are being treated unfairly......yada-yada-yada. No one should automatically take sides in this until Ms. Stackhouse's true motives are made known.

We all have our issues with people in general...but a child is still a child. Instead of removing this woman from her position, shadow her, walk in her shoes for a week or three. If the children do have a problem behaving, them, call the parents and have a sit down. explain to them what will happen. document. document. document. If she is racially bias, them by all means, white, black, hispanic, native american, japanese, is doesnt matter, she needs to be removed. dont teach hate....Kids are our future..they will show us what they have been taught in 20 years....when they are up and coming mothers and fathers....

And as a volunteer at Red Springs High and President of booster club, i see a lot more than most parents...Have we taught our children to be citizens...have we taught them to love...have we set an example of how to live..DO AS I SAY, NOT AS I DO.....sound familiar?

You are right and she will not be removed without an investigation. The NAACP would not get involved if there was not evidence that something was going on. The fact that it happened to more than one parent/teacher should say something.

I have had children in all of the three schools in Rowland, so I have had the pleasure of meeting all of the three principals. First of all, I am so glad my children are out of the elementary school. I do not like the principal. She is not friendly and she is not fair. She is not fit for that school. Im not saying this because "my children are bad and I'm taking up for them", like some of the other articles suggested about the other children. Those comments are ridiculous. My children are honor roll students with excellent behavior who never had to be disciplined in school. Some people should not hold certain positions, escpecially in a school that is as diverse as Southside Ashpole is. FYI Ms. Bullard is not the only employee at SouthSide that needs to go to another school. They need to do a major overhaul of the administrative office, starting with her. There are other employees there that are unfair and biased.

The principal is there to be your "friend". She is there to do a job, and yes, kids need discipline and rules, and so do a lot of parents. Southside is not the only "diverse" school in RC; they all are. Maybe you should walk a mile in a school principal's shoes. Probably wouldn't last a week. It's not an easy job.

Having grown up in this town..I do not see how the NAACP can find anything wrong or bias against Mrs Bullard or staff..the majority of the kids are black next are Indian and there may be a white stuck here or there or nowhere... the thought that a 5 yr old can make a racial impact on the dedication and career of a wonderful educator is beyond me..check the sources I bet you find more on the accusers...I really wish The Robesonian would investigate instead of helping ruin a life...

The problem with "investigating" is that no one will talk to us b/c it is personnel. We aren't an accomplice in ruining a life. We don't have any special knowledge of the truth here. We covered a school board meeting and allegations were made. Anyone is free to write a letter to the editor in support of Ms. Bullard, or even to criticize her.

I can only assume that the children in question are disciplined problems. I'm sure Ms. Bullard's not picking on those who are performing and behaving well. Parents it's simple, if your child is a behavior problem at home, he/she is a behavior problem at school. Don't fight for him/her if they are bad. If the principal was racist all of Southside Ashpole students/parents would be complaining being it's probably 80-90% African American. Stop trying to protect your kids when they are wrong. @wolfpackdave your food pride statement is ignorance. Robesonian should have ban your comments.

I used to live in Rowland,but the Blacks are controlling the town, just go to a town meeting! Try to bring in something new, you will surly find out! Now they want to control the schools, if the children can't behave in school and try to learn something , send them to boot camp! I'm with the school personnel just try sitting in one of the classrooms all day and you can see for yourself that the children need more than book learning!

Blacks are controlling the town? How ignorant do you sound? I only hope that you are not Native American cause you are an embarrassment to my race. Children do need discipline at home, not just black children, all children. That's were it should begin. But if your principal is prejudiced, then even the most disciplined children are not going to be treated fairly because of that fact. Come on and get real.

What are the blacks controlling in Rowland? The reason nothing can come into the town is not because of black owned businesses.

You truly can not be from Rowland N.C. Where there is 1 Grocery store (not owned by a black)Both gas stations owned by one family and a Chinese restaurant . How is that black controlled. Finally you obviously have no children to make such a silly comment about sending a child to boot camp. It is easy to talk about another persons child but until you have a child with an issue you can not walk a mile in that parents shoes.

The parents and people of this community are advocating for their children as I'm sure you all would. She is not only discriminating against blacks but children of all races as well as teachers. The only ignorance I see is coming from the comments discussing Rowland children having no upbringing, KKK, and the NAACP only being for blacks. The kids in Rowland are not bad kids and they are respectful. This is about discrimination and as you obviously don't understand it comes in many forms. You talk about the KKK but they are neither for blacks or indians and the NAACP represents people of all colors. This article did not say anything about the teachers treatment of the students so to the local teacher trying to get brownie points from her maybe you need a new profession, spoiled children and septic tanks really? Are you comparing Rowland children to feces. To everyone else who feels Bullard is a good principal let her be principal at your school.

Read the article again...it clearly states that one of the students spoke at the meeting claiming he didnt feel like all students are treated equal and then the mother complaining about discrimination...heres my question...Should a first grader and a fifth grader be treated the same?

Orighawk these are middle school.kids that have to do homework and they ate disrespectful so.of course they feel they are treated different because they are made to not respect the teachers, the police or their elders.

I try to get through rowland as quickly as possible and never go through there at night because that is an unsafe town to be in.

Look at the other parents and they will say ms. bullard is doing a great job.

I dont like the ncaap nor what it stands for. This is one reason ehy I am glad the lumbees recieve help.for housing.

This pisses me off on so many levels it is unreal.... First of all why is it when you people feel your being treated unfairly by someone of different race, "it must be because your black". Look deeper into this situation and investigate it and I bet you these people complaining aren't gonna be happy unless you get President Obama himself out there.

Secondly Serious123 if this isn't about color alone then why is the NAACP involved? You right about the KKK, they murdered innocent people physically because of their skin color and now you people want NAACP to kill innocent people mentally and emotionally when you should be happy that there are still people like Ms. Bullard who contend and genuinely cares about our children when most of you are glad to send them to HER everyday so you don't have to "put up with what you've created".

Thirdly I'd like to say most of the educators we lost at SAES due to "Ms. Bullard was because they'd lacked guidance and had a problem with authority and I personally was happy to see most of them go but, I never complained because it was personal preference which I'm sure is the situation here.

I'm not related to Ms. Bullard or is she a dear friend of mine but she is my children's principal and I think she does an awesome job especially with what she has to endure day in and day out. We as parents should accept th fact that our children aren't perfect, they will lie and we have to be adults and raise them. When they are grown and get a job, are you gonna try to get their supervisor fired if they don't "like" them when they don't get their way?

R24U Since you replied to my post personally I will address you respectfully: Discrimination is not just about race and it is defined as: the prejudicial or distinguishing treatment of an individual based on their actual or perceived membership in a certain group or category, such as their race, gender, sexual orientation, ethnicity, national origin, or religion. You sound as if you may work at the school and if you have a negative opinion of the students or the parents, “YOU PEOPLE” as you called them then maybe that is not the place for you. If you do work at the school then you know that there are more than African Americans who have complaints and issues.



Secondly, I have read a lot of post about children with behavior problems. What does that mean? Are these children diagnosed with and or are they currently being medicated for such an issue, and if they are then they are no longer considered a child with a behavior problem, they have a disability despite what you’re personal feelings are. If these children are treated unfairly because a teacher or and administrator is tired of them, then that is a violation of their rights to receive a free appropriate education. Also the 14th Amendment of the U.S. Constitution says that all citizens have equal protection under the law.

We can agree to disagree but do it respectfully.

Really??? I don't think all this should have happened. She probably put people in their place and they didn't like it. Many parents try to go off and act bad and its just unnecessary ignorance because they believe little johnny or mary is a saint and hes a little devil in class or whatever the case may be. people get sick and tired of putting up with stuff...!

I do agree with getting rid of Mr. Brooks from South Robeson. I had a big problem with him at Rowland Middle when he was there. He had the nerve to call himself talking trash to me and my kids until my husband went to the school and let him know that he wasn't the only man God created! I also went to the school board on him. He told me to go to the board because it wouldn't do any good and he was right. I went there and they didn't do a thing! They were worthless! I say throw all of them out and get people who really care about education. Oh and before anyone makes a smart remark, yes I have a college degree and two good jobs to go with it, so yes I know how important education is.

Mrs. Bullard is a good principal. To suggest she is discriminating against certain students because of the shade of their skin is absurd. My gut tells me that the students who feel they are not treated the same as others are behavior problems.

Behaviour problems have absolutely nothing to do with the situation. Right is right and wrong is wrong. Ms. Bullard as an administrator need to treat ALL KIDS EQUALLY. And the shade of these kids skin is absurd, when she also had complaints from Native American and Caucasian parents as well. This is not a "Black Thing", this is a "Respect Thing" and she need to learn how to respect her students, their parents, and her employees. And like I said in another post, if it was not for "Parents" and their "Children", she would not have a job.

I've worked with Mrs. Bullard and never witnessed her treating any students, parents, or other school personnel unfairly. Perhaps you can provide some concrete examples of her mistreating students rather than generalized platitudes about respect and fairness. The fact that students of different skin colors are complaining reaffirm my inference that there must be a different common thread that ties the complainants together, and I'm confident it is misbehavior at school.

This is not about the principal being A Native American; it is about being fair to all students, parents, and staff. Secondly, if Ms. Wooten was violating policy I am sure it would not have taken so long for something to be done.

As educators we all must follow the code of ethics and try not to violate ANY person’s constitutional right whether they are African American, Native American, White, Blue, or Purple. This is not about color it is about the rights of individuals being violated. Discrimination is not about color alone.

Trust me if the KKK wanted an African American Principal out he or she would be gone no questions asked. It amazes me to see how individuals quickly down one group of activist over another. We all have constitutional rights and they should not be violated by anyone.

I am sure that these same parents have gone through the proper chain of command and obtained no result. So, I commend the parents on getting “WHOM EVER WILL” to listen to their concerns

Finally, I resent the statements that Children from Rowland are untrained. The students in Rowland or no more untrained than those anywhere else in the county.

The NAACP should hold a parenting class at food pride...then we wouldn't be having this discussion because the principal can do her job and not there parents job Mrs Bullard does a great job. NAACP is a bias organization who only come around when things go bad (according to them) Try fixing the problem first .... This has absolutely nothing to do with poor parenting, Nowhere did it mention anything about these childrens' living conditions, parental involvement, etc. In my opinion the parents are doing their jobs by defending their kids.

And NAACP come around "to ensure the political, educational, social, and economic equality of rights of all persons and to eliminate race-based discrimination."Isn't this what they were doing, fighting for the rights of these kids and their parents. I most definitely do not see this as being bias.

And maybe you do not fight for your kids, if you have any, when they are being treated unfair and unequal, but at least these parents had the guts to do so.

All I know is that Mr.Brooks at South Robeson High School is doing a good job. People should not judge others unless they walk in there shoes. We as parents all need to get involved with our childrens and there education. You can't expect the principal or the teachers to make your kids learn if they don't want to learn. We have to remember it starts at home first.



I myself do not know the principal at SouthSide but i do know the one at South Robeson High School and all i can say is Mr. Brook keep up the good work.

I am an educator and the stress stream flows from the State of North Carolina - down through the different agencies involved in education. Some parents need to have to keep up with a class of students, do the paper work, do the lesson plans etc..... after hours with only a 1% raise in five years. People do not stop and realize just what educators have to face on a daily basis with no lunch break, parents crying about their spoiled children not getting their way because they are special. Well welcome to the real world!

There are other children besides yours. It is time to get over the racial issues OK? So cheers to Mrs. Bullard for standing up to parents who need to walk a mile in an educators shoes for just one day!!! The grass is not greener on the other side - it is greener over the septic tank!

I too am a teacher for Robeson County and I agree with you on your statement about us having a lot on us such as the lesson plans, teaching, paperwork,etc, but at the same time this is a part of our job description. To me it seems like maybe teaching isn't for you or you really do not like your job and if that's the case you need to get out of the classroom.

Reading your post made me feel like maybe you do not like kids or maybe you do not have any of your own. Me as a parent know the what is like to be a parent and to be a teacher and I would never want someone like you in my kids classroom.

It's never okay to give "cheers" or "kudos" to someone who is disrespectful, rude, ignorant, hateful, to others, much less children and their parents. The one thing that maybe you haven't realized is that if it wasn't for the "Parents" who had these "Students", then we would not be "Teachers".

I feel like these parents have done a stand up job of defending their kids because isn't that a part of a parent's job description.

I have some homework for you. Re-read all your posts, and then give yourself an "F" and quit your job. Your grammer and use of words is terrible. I hope you don't say words like you put them in sentences.

You have a problem. I would not let YOU teach my kids anything. You have a huge chip on your shoulder and a very nasty attitude. You sound angry.

Maybe the kids reading this can figure out who you are by your word usage and get YOU fired. I'm sure if the School Board was made aware of your grammer you would have some time off soon to try and get the chip off your shoulder.

RickisRight, for your information, yes there are some typographical errors in my previous message, but I also noticed many in yours such as you do not know how to spell the word "Grammar" Not to mention, I was an A student all through primary, secondary, and postsecondary school.... Many of us were angry or upset by comments written regardless of what side of the argument you agreed/disagreed with, so if you read back through you will see many errors in all the postings, however, this is really not what the conversation is about. The conversations were on the concerns of children being treated fairly. And I would hope that your kids are not as ignorant or racist as you. At the end of the day, we are going to see things differently. And yes I am angry when I saw some of the BS that I have seen posted over the past day and from what I get from some of the ignorant responses is the fact that Racism still and will always exist and so will ignorant people like you.
