Council, Brooks clash on budget

PEMBROKE — Despite the refusal of Chairman Paul Brooks to provide it with requested financial information, the Lumbee Tribal Council, acting as the Finance Committee, took steps Thursday to finalize a budget for fiscal year 2013, a plan that was supposed to be approved and effective as of Oct. 1.

Pearlean Revels, the council’s speaker, told council members that she learned Thursday afternoon that Brooks had instructed the tribal staff not to provide the council with a record of expenditures paid for with federal housing money during the months of October, November and December.

“I was told late this afternoon that Mr. Paul is not going to give us any information,” Revels said.

The council members, who have complained for months that the chairman is not providing the financial information they say they need to create the tribe’s annual budget, were obviously frustrated.

“I can count on my five fingers how many times the administration has been here to report to this council,” said Councilman Walter Lowery. “I think it is time for us to wake up.”

Brooks said this morning that the information requested by the council is not related to the budget process.

“They are seeking information regarding expenditures incurred after the new fiscal year began. The executive branch has provided more information than has been provided to any other Tribal Council during budget processes in years past,” he said. “These requests have little to do with the budget and is a tactic being utilized by the Tribal Council leadership to prevent that passage of a budget.

“The leadership of the Tribal Council is stalling. These requests are not about budget, but are merely a political ploy. Looking at the Indian Housing Plan that the council passed in July, the budget they are currently considering has little resemblance to the plan submitted and approved by HUD. Council can continue to play games with the future services of the Lumbee people, but I will not be a party to it.”

Despite their frustration, council members dealt with budget issues Thursday in preparation for a public hearing on the proposal scheduled for Feb. 5.

According to Councilman McDuffie Cummings, the budget includes a total of $23,168,860 from the U.S. Department of Housing and Urban Development. It also includes a little more than $1 million from other revenue sources, Cummings said.

As proposed, the budget includes eliminating five positions in the tribe’s Public Affairs and Assets departments. The number of people who would actually lose their jobs, however, is uncertain because tribal employees can be reassigned to other positions, according to Councilwoman Louise Mitchell, chairman of the council’s Constitution and Ordinance Committee.

About $6,000 is also being spent on a wage study of tribal employees, with all salaries being frozen at or below current levels.

After lengthy discussion, council member gave their approval to adding money for planning and construction of community buildings and elders sites in Districts 5, 8, 10 and 14. They also included $2.7 million to pay off the balance on the Lumbee Housing Complex, the facility on N.C. 711 that houses administrative offices.

Council members also agreed to allocate about $25,000 for tribal elections, and about $15,000 for advertising and legal and consulting services.

A recommendation by Cummings that court judges be paid for their services was also approved. Cummings said after the meeting that under his proposal, the Supreme Court’s chief justice would receive $125 an hour, with the other justices receiving $100 an hour. The head judge for the Administrative Court would receive $75 an hour and the other judges $50 an hour .

In other business, the council on Thursday approved a meeting with Brian L. Pierson, an attorney from Wisconsin who is an expert on Indian housing issues, to move ahead with the creation of a “Tribally Designated Housing Entity” to administer the tribe’s housing programs.

Brooks has petitioned the tribe’s Supreme Court to rule on whether or not the consultant can be paid for his services with federal housing money. A hearing on the issue will be held before the Supreme Court on Jan. 29.

The creation of such an entity would allow an independent board — rather than the tribal government — to receive federal housing money and oversee the administration of the tribe’s housing programs. Currently the financial management and administration of housing programs is the responsibility of the tribal chairman and executive branch.

Mitchell presented council members with a draft ordinance prepared by Pierson for establishing and administering a housing entity. She outlined the procedure to be followed in creating the entity that would be responsible for receiving and allocating federal funds for tribal housing programs and other services.

“The board (not the council) would be authorized to hire the housing director or administrator,” she said. “The administrator would be responsible for carrying out the program.”

Council members took no action on creating the housing entity, and the date to meet with Pierson has not been set.

Here we are in the new year, and we are in the biggest mess we have ever been in, with all of our past efforts being done in vain!

Once again we look like the donkey of the state by getting some housing people to overtake us that we said we would never use.

I respect your opinion, but I just don't see how ANY "mess" could be worse than Purnee The Pilferer and RosieManure. Even Jimmy "Jump Back" Goins and "Brows" Revels can't match Purnee and Rosie, no matter how bad "Brows" wants to be another Rosie.

@EagleHorse: Thank you for the kind words, sir. As to how "'Ol Brows" got her name, she EARNED it. Just look at her picture (plus looking down under those BROWS at everyone else who are having a silly fit laughing at her). One thing you have to give this club, they EARN their names. Just like Purnee The Pilferer. Did he pilfer? YES!( but he did get the "Purnee" part from RosieManure because that's how she used to address him when she was Principal at Deep Branch. She'd call him up and say "Purnee, honey, we need (this or that or the other) down here", and it would be there on a School Board truck in 10 minutes). Nobody TOLD me this. I SAW it. How about RosieManure? Does EVERYTHING she comes in contact with STINK? YES!! And how about Donnie "Fearless" Douglas? He's done more for Robeson County than anyone in it's history by printing the TRUTH for the people to see, no matter what. And Mr. Donnie's "Faithful Sidekick" Bob Shiles? NOTHING this club trys to hide gets by him! That's how these people get their names. I just call 'em like I see 'em.

The Lumbees do have Federal Recognition,...not tje kind that they want though. If they wanted the WHOLE PIE they should have thought of that in 1956 whem the Lumbee Act was passed.

Yes, get rid of some of those PR people. PUT SOMEONE IN THERE THAT THE PEOPLE CAN BELIEVE!

Combine all the income from the nonprofits and house payments and do another budget.

Oh, and PAY OFF THE LIENS that the Tribe owes onthe buildings behind the turtle!

The Lumbee Tribe's PROBLEM is no one believes in them and no one listens to them. It is stupid paying a judge that can't even send a person to jail and their decisions can be OVER RIDDEN at the local Courthouse.

That's right! In 1956 the Lum's had real pride. All they wanted was a classification of race so they wouldn't just be "other" on any application or government form. They didn't want ANYTHING FREE. You couldn't have made em take a hand-out, they were real people with real pride, morals, family values and work ethic...

The tribe with it's free stuff has taken all that pride away, and look now at the young with their demands and attitudes of wants. In 1956 they just wanted to be left alone and demanded NOTHING.

Pride, deals were made with other races all the time with a hand-shake and trust. People looked at the Lumbee and actually saw the pride and confidence on display daily.

The tribe has taken that away, with the promise of free stuff and the lie that it's owed to them. They've ruined the reputation of Lumbees along with the young generation thinking they've "had it rough"... yeah right, sitting around waiting for free stuff from the turtle building..

ps. In 1956 nobody wouldn't even bum a cigarette. Pride, they had it.

RIGHT HERE in this paper about 3 weeks ago was a story about 'Ol "Brows" Revels running people off the road and failure to act like an adult. She was supposed to go see the "judge" and 'splain herself two weeks ago. WHAT HAPPENED?????

This is the direct result of what happens when tribal members do not vote in tribal elections. As “wakullahomeguard” stated, you get these caliber of people. Let’s be honest, the only prerequisite you need in order to run for tribal council is no history of felonies and $250. No educational requirements needed, which is why we have some tribal council members that can barely read and write, much less balance a budget. This current council, especially in district 7, does not speak for or represent me or my family, nor do I recognize them. I saw enough in the last election race to realize that to be a council member means nothing more to some of them but an additional salary and some glorified source of local power. They don’t have the 60,000 Lumbees in their best interest and probably not the American Indian, period. They’re not sitting around a fire passing the pipe (they can’t inhale the sage/tobacco smoke), discussing cultural issues, the loss of Indian identity, assimilation, culturally educating our young ones, providing facilities for Indians to pass on our arts, songs, drum songs, dances, etc. They’re sitting in an elegant conference room with flat screen LED TV’s and IPads that they don’t know how to use trying to wrap their heads around a budget that is a fraction of what we could have if we were federally recognized…

EHorse: You don't recognize the current council member in district 7, BUT you want other people to recognize you... Bud, it don't work that way. That's why recognition from the government wont happen either.

Then you talk about passing on art, songs, dances, ect..? What? We dance like everyone else around here dude. Songs?.. Wrap music by most of your members. Art? Yep, some have an art alright and are pretty good at it at home all day.

Come on man, let's ease up on the tv shows and books, while trying to tie us in with those images. We act just like other people do around here, well most of us do anyway.....

Preston Locklear, Joe Brooks, Adolph Dial, and Dexter Brooks are rolling over in their graves. For all the work and degradation that they endured to move the Lumbee forward, the current Tribal Council does not understand that their antics WILL result in the removal of federal funds from the Lumbee Tribe of North Carolina. HUD officials have told the tribal council in writing that salaries to tribal court officials is an ineligible expense. In direct contradiction to this directive, tribal council voted to add salaries of up to $125 per hour for court officials. They are cutting 5 full-time employees positions and adding those duties to one individual. While cutting employees, the council moved $31,000 for a wage survey and to hire an attorney to set up a company to run housing. Article VIII of the Tribal Constitution says the Tribal Chairman has all executive authority to implement tribal budgets. How does the Tribal Council think they can create a company to do what the Tribal Constitution expressly requires the Chairman to do! Seems like Gary Locklear does not want to deal with this when he puts an injunction hearing off for almost two months after the Chairman files a petition to contest this action. Locklear would never have waited two months to hear an injunction when he was sitting on the bench in Lumberton. Well, it is pretty evident that he does not take his position with the Tribe serious. If he did, his unbiased judicial opinion would be heard from the bench not in the papers prior to the hearings. These folks are a joke. Council is riddled with ethical problems and call HUD daily, but when will HUD start filing federal charges against all these children for continuing to make claims that repeatedly turn out to be false. If the Chairman really wants to move this Tribe forward, he needs yo get to the table. He is supposed to have great political connections. If so then he needs to get his network together to do what needs to be done for the members of the Tribe. TRIBAL MEMBERS, WHEN ARE YOU GOING TO GET OFF WHATEVER IS STOPPING THIS REDUCTION IN COUNCIL!!! We all look like idiots and we continue to elect the same caliber of people to represent us. If you are reading this and you didn't vote but go to the Tribe for benefits you are as much to blame as the leaderless group guiding this rutterless ship.

wahkulla, I see your fustration. There is no such thing as a perfect government. You did make a positive statement. We are going stop this reduction in council. We don't look like idiots! Look at the whole picture. From 1888 to pre tribal council, we have progressed at a snails pace. Since tribal council. Look around. We will get there.

My God, people... we ain't a week into the new year and here we go again. This is getting boring to those of us who are funding this club. The folks up in Washington are tired of reading about disfunctions of grown people playing tribe. The BIA is laughing at how there's in-house fighting.

And the whole time you got people quiting their jobs cause of rumors of recognition and money falling out of the "big sky".

You guys need to pick up a bible and read the part about "love of money being the root of evil".... And the funny part of this is the love you have is for SOMEONE ELSE'S MONEY.

Ross, really? Your tax dollars funding the tribe? For what "you" contribute, it doesn't even show up on the ledger. First you have to get a tax paying job. Your not the 1%. Not even the remainder. More of your tax dollars are paying secret service agents to wake up Jimmy Carter in the mornings, or paying for Obama phones.

Why does the Lumbee Tribe bother you so much? Did someone hurt your feelings? So your on a crusade to convert Lumbee's to Rossology? You need to do like the White Hill crowd, move on. You won't get that statment unless your a true Lum. You are truely a intriguing little apple boy. Why don't you find a new topic of discussion. I hear Syria is in need of some critics, or maybe Israel. Hell, I will even get you a one way first class flight to either country. Then you can't say a Lum ain't done nothing for ya.

Give your attention to your lord and saviour Obama. Take your King James Bible and find a short pier and take a long walk. Also do me a favor, when you respond. Refrain from using the following terms: Bud, Son, or Cuz. You can't use these terms, they are solely used as reference to Lum's talking to one another. You however are free to use these terms: Buck-o,guy,big-guy,fella,etc. These terms generally are used by your white breatharian. I think when you heard the statement, "In Rome, do as the Romans." You took it way to serious.
