LUMBERTON — The new president of Robeson County’s chapter of the National Association for the Advancement of Colored People on Monday will call on the county commissioners to hire a black as an assistant county manager.

Robert Davis said that he will also ask the board that the person hired for the position be one who is acceptable to members of the county’s black community.

“The manager must be one who meets all of the requirements for the position,” Davis said.

Davis, who was installed Saturday as the NAACP’s president, told The Robesonian that when he addresses the board at Monday’s meeting, he will introduce himself to the commissioners, describe the mission of the NAACP, and urge a working partnership between the county and his civil rights organization.

“I’m not going to be discussing anything involving legal action,” Davis said. “I’m just going to be asking the commissioners to partner and work together with us.”

County Manager Ricky Harris will review applications for the manager’s position and recommend to the commissioners who should get the job.

The position to be filled is the one that has been held on an interim basis by Charles Britt, the county’s fire marshal and director of Emergency Services, since former Assistant County Manager Rod Jenkins — who is black — left in June 2011 to become deputy director of Human Services for the Cumberland County Health Department. Britt, who is white, has acknowledged that he has applied for the job.

The county in the past has had two assistant managers, but there has been only one since Harris became the county’s interim manager when former Manager Ken Windley left the position in November 2010. Harris was named permanent county manager in June.

Among requirements for the job is graduation from a four-year college or university with five to seven years of “increasingly responsible experience in administration and management in the public or private sector with knowledge of personnel practices or any equivalent combination of training and experience which provides the required skills, knowledge and abilities … .”

A master’s degree, which has been required in previous searches for assistant managers, is not required.

Absent from the agenda is any discussion about the commissioners pay and benefits. Harris late last year, acting at the commissioners’ request, did a study that show the commissioners pay and benefits are far above those of fellow commissioners in nearby counties.

At Monday’s meeting, the commissioners will also:

n Act on business brought before the board by Ronald Oxendine, the director of the Robeson County Housing Authority.

n Consider appointments to the county Parks and Recreation Committee.

n Hold public hearings on two rezoning requests that would allow for 15,000-square-foot lots with county water.

n Hold a public hearing on a conditional-use permit request by James W. Chavis, of Philadelphus, that would allow for the establishment of a mobile home park.

n Hold a public hearing on a request for a conditional-use permit that would allow for the establishment of a family cemetery in Philadelphus.

The meeting begins at 6 p.m. in the commissioners room of the county administration building on North Elm Street.

I am white and very proud of it. As for the women going black whatever soon there will not be a pure race. Thank goodness I do not have to deal with the skanks. The naacp is no different than the KKK bunch of racist crap. By the time the hispanics get done moving here we will all (black, white, indian, and mixed) will be minority. I was born and raised in Rob Co and now work work here and I am very ashamed of what I read in these comments. Can't really expect anything different in Rob Co. How proud would I be to get a job based solely on my skin color instead of my abilities. That's Rob Co.

agree with you. I am from another county and I have experienced racism here because I am white and not from around here.

These posts are so funny.... ALL of them.. As a young and educated black MAN. . . I could care less about the NAACP, Black Caucus, KKK, or Lumbee Tribal Org. when discussing ANY topics. . .especially this one. In reference to the job being discussed in this article. . . If your name is not Charles Britt, you are not getting the job. There's is no set standards in this county for employment and job requirement are developed to fit the person in mind... Yeah I know that it is not suppose to be this way. I am not saying that Britt will not do a good job because I do not know him. All i am saying is. . . they picked him to serve on an interim basis therefore, he is the person that they have interest in. Robeson County will always operate on the good ole boy system. We know that race will always be an issue in this county... Even this world. But, one must be determined not to let this issue interfere with their cause and goals. Overall, every race will experience racism. . . It is up to that individual to overcome the episode.

ANNOUNCEMENT: The kkk has less than 5000 members nationally... There are 244 million whites in America and less than 5000 belong to the klan.

Stop lumping all whites together with the term klan. They don't support it. Again less than 1/10th of one percent belong to the klan.

Now what percent of lumbees are in the tribe club, and what percent of blacks belong to the naacp? Let's do some math people and discuss who belongs to race based groups.....

Ross, at no point did I lump all whites together with the term klan. Had you read my post, you should have grasped the meaning of what I was saying. It really doesn't matter if you support the klan or not. At the end of the day, the klan is pushing for advancement of their race just as the naabp is for their own. As far as who is a member of what, both the klan and the naabp are organizations that one chooses to be a member of. Any Native American tribe, be it Lumbee, Tuscarora, Croatan, Sioux or any other tribe one cares to name, is based on lineage, not having a "club" card. One can choose to be a member of an organization but not their ancestry... Unless you are Clayton Bigsby(1).... Just Saying....

Exactly Ross. What group do you belong to? You been reading again I see. Reminds me of that tv commercial. "The Internet can't post anything that's not true."

Ross do you actually think that the Klan would tell you everything? Ahhhhhhhh, Ross has him some white friends! They even let him read their King James Bible. Such nice people. They don't call the Klan a secret society for nothing. At least the NAACP and Lumbee Tribe don't hide behind sheets.

I don't knock them. They better do something to protect their race. A whole lot of them white women are going colored (not just black) and ain't going back.

mrlumbee3,

Do you realize how stupid this comment makes you appear?

Then you also stated this elsewhere: "I try to be neutral when it comes to white and black issues"

Yet you make an issue out of supposed white women going for black men. Maybe the black women better watch out, since their men are leaving their race for whites. Sounds ignorant, huh? Well, that's exactly how you sound.

You, sir, are the true racist and it's people like you who keep setting race relations back 2 steps for every step forward that is made.

NAACP? Why don't they take the colored part out of it. Then name it NAABP. Colored people are anything other than white.

I try to be neutral when it comes to white and black issues. White people need to get them a orginization NAAWP. Why not?

Donnie the black dog catcher comment was totally ignorant and as editor and chief you should have censored it. Nothing in that comment related to this story and it was posted to provoke or incite a racial response. Stick to your rules.

To the contrary, this was a valid and appropriate comment for this article. If the naabp pushes for a particular race in one position why not all? As a matter of fact, why not really push for equality in all things? Why not have separate yet equall water fountain and restrooms? As you can see, this is a very slippery slope one treads when demanding "equality". What happens in the next 20 years when it is projected that whites will no longer be the majority in this country? How is the naabp going to feel when the whites form the naawp? That's right they already have that, it's called the klan. Will their arguments for "equality" then not be just as valid? Until we as humans can move past our petty differences such as skin color, only then can we progress. To keep demanding "equality" is to keep yourself segregated. Let's end segregation... Just saying....

What the Naacp said was "totally ignorant", but you chose not to go after the naacp and instead went after Percy... I see you have a biased opinion when it comes to ignorance, and like the naacp, it seems to be centered around race........

Speak out against the naacp, or your silence proves you agree.

How utterly STUPID!!!!! Why not have TWO "black" assistant county managers? Why not appoint Hubert "The Fool" Sealey and John "Ohio John" Cantey to a joint position? That way, that CLUB in Pembroke would have some competition for the BIGGEST JOKE in Robeson County.

Mr. Percy. I know you are a former educator and I would have thought you were smarter than your remarks. Pull up a chair and let me give you some knowledge. We "Lum's" are a "club" to you huh? What we do in our "own house" is "our" business. We didn't land on Plymouth Rock, it landed on us. Don't you have enough? Look at the national population. Native American's make up less than 1% of the total population. I know Lumbee's make up a larger population in Robeson County. But, we sir are not invading your space. You are in "Our House" as well as your darker skin friends. Keeping our heritage and traditions alive in our native country should be a must. It's not for you to say we can and can't do this. Now you may dictate what the NAACP does, but you better look again where you are.

You call us a "Joke"? Look at what your ancestor's have created. This country my friend is a joke on a much larger scale. And the whole world is laughing. It's only a matter of time when it will be called the United States of China. Your ancestors brought African's over here. Your people deserve to deal with them. The NAACP is only following the same tactics that "your people" taught them. They want their own kind in office so they can "look out" for them.

Your people still have their groups. There are many. Golf Country Clubs, Ku Kluxx Klan, Baptist Church's, Congress, etc. The list is numerous. Right here in Ol' Robeson County where white, black, Native American, and hispanics clash together. You still have to show your stupidy. You sir are now the minority, feels different don't it?

By the way, your race is on a rapid decline. Once you go colored, you don't go back.

QUALIFIED candidate!!!! We really need someone who is qualified not based on the color of someone's skin. Should we have the white community fight for a candidate.... Or the any other community....Oh no that would be racist... So is their a difference here? To our county commissioners: Do Not allow the NAACP to rule your decisions.... Choose the candidate that will most benefit ALL of Robeson.....

Really? This article isn't satire? Why not push for the most highly qualified candidate to be selected regardless of how light or dark their skin is? This is the same organization that has condemned the appointment of Tim Scott to the Senate. MLK Jr. is spinning in his grave.

Bravo! The racial divide being widened and re-invented by the NAACP and many in the black community is disgusting. MLK, Jr. would be sickened and in tears...

At what point does this naacp become the full butt of the joke that it is. I, as a non-black minority, find total disgust in the terms used in the color based mafia's name. It is not for the advancement of colored people as they claim, but solely for the advancement of black people. So in truth, shouldn't they refer to themselves as naabp? As this article itself is based on this thuggish group pushing for one specific race attaining a job based on skin color verses qualifications, shouldn't we as a county, nay a country, press ourselves to put this discriminatory practice behind us? Maybe we should leave these prejudicial groups behind along with the klan and any other discriminatory group and all join my new group called the National Association for the Advancement of Humans... NAAH, that would never work. Just saying...

They must have forgotten what Rev. Martin L. King jr. said about "character" and color...

Why not the "best qualified"?

This is why I say this group, and people who think this way, don't want equal rights for all races, they want to see their race on top, period. They will not be satisfied until whites are the minority and bow down and beg for their needs from them.

This should anger enough people to demand this club to be closed down. What is this teaching young children? Why not a 9 year old demanding a better grade in school because of his race? Is this how you are teaching the children?

Naacp you should be ashamed of yourselves for this demand.

The name alone "National Association for the Advancement of Colored People" alone says that it is a racist association. Juast like the "Congressional Black Caucus"..Racist. And they are the first people to cry "Racist!" when they think that their agenda..whatever it is at this point in time..is being thwarted. Martin Luther King had it right..Should judge no person on the color of his skin, but on his merits as a person..Yet they chose to use Dr. King as their guiding light...They are calling Tim Scott, basically, as a "token", and an Uncle Tom..just because he happens to be a conservative, and a Republican..neither which they recognize as being a supporter of their racial bias...It is very sad..What started out as an association to help black citizens after the turn of the 20th century, in 1909. Do they care that every black congressman were Republicans? And there were several in the late 19th Century..

This county has always done things based on race. This article does not surprise me. The Indians and Blacks both have issues and both races have the Whites so shook up that they just remain silent. I'm sure that theres a QUALIFIED HISPANIC somewhere in RobCo that would do a great job. One needs to apply....
