LUMBERTON — Commissioner Hubert Sealey says the hiring process for county employees is broken and needs to be repaired.

“Hiring in Robeson County is based on two things, ” Sealey said. “That’s nepotism and race.”

Sealey’s opinion, however, is not supported by other county commissioners and administrators who spoke with The Robesonian about the hiring system that Sealey, who is black, contends discriminates against black people and does not ensure that the best-qualified individuals are hired for county positions.

Commissioners Noah Woods, Tom Taylor, Roger Oxendine, David Edge, Lance Herndon and Raymond Cummings all said Sealey’s arguments aren’t in line with employment statistics supplied to them by county administrators. Commissioner Jerry Stephens, the only other black person on the board, did not return a reporter’s calls seeking comments for this story.

“Our hiring process works just fine,” said Woods, the board’s chairman. “If there was anything wrong with it, I wouldn’t be a part of it.”

County Manager Ricky Harris, who has been given the authority by the county commissioners to make all final hiring decisions, said that during 2012 he hired 21 employees — 10 American Indians, six whites and five blacks.

Sealey contends that the county hired 76 employees in 2012, with only eight blacks getting jobs. His number, according to both Harris and Constance Young, the county’s human resources director, includes employees for which the county manager has no hiring authority, including the departments of social services, health and elections, along with the sheriff’s office and register of deeds.

According to county records, as of Dec. 31, there were 1,017 county employees — 406 American Indians (40 percent of the county workforce); 218 blacks (21 percent); 373 whites, 37 percent; 18 Hispanic (2 percent); and two others. The percentages for the three major races closely mirror the county’s demographics.

“Many of the departments for which the county manager hires are small,” Young said. “Less than 300 county employees are actually hired by the manager.”

Young said her major role in the hiring process is ensuring that all candidates who meet the minimum requirements for a position get the opportunity to be considered for that job opening.

“My job is to make sure there is a diverse pool of applicants for a posted position,” she said. “If I’m requested for more help, such as to sit in on interviews, I do that.”

Young said that in many counties human resources personnel are more involved in the hiring process than she is in Robeson. This involvement takes various forms, she said, including reviewing applications and participating in interviews.

Sealey complained that there is no system of “checks and balances” in the hiring system.

“How can I ensure my constituents that we are getting the most-qualified people placed in jobs when I don’t even get to see the applications?” Sealey said.

He contended that the county commissioners and the human resources director should have more input in the hiring process. He would like to see the commissioners have the opportunity to review all job applications, and the human resources director sit in on interviews and have more input into the selection of the candidates the manager finally hires.

Harris said the commissioners have given him sole authority to make final hiring decisions, adding that the county’s hiring process includes all applications meeting qualifications being reviewed by a department head and a three-member committee consisting of a white, black and American Indian. These individuals interview job candidates and then make their recommendation to the manager, who makes the final decision.

Although county commissioners and administrators contend that hiring is done based only on qualifications, the application form asks for an applicant to include information on which commission district that person lives.

Harris said the hiring process differs from when Ken Windley was county manager. Under Windley, three applications — including his recommendation — were submitted to the commissioners for their review and approval.

“I think it’s good that the commissioners got out of the hiring process,” Harris said.

Edge strongly believes the final decision on hiring should be the manager’s.

“I think the process we have now is fine,” Edge said. “I advocated giving all of the authority to the county manager to make final hiring decisions. That’s not our job. That’s why we have a county manager.”

Both Harris and Young emphasized that it is not always possible to hire an individual for a job just to keep a racial balance.

“We would like to mirror the county’s employment to the census, but sometimes applicants don’t meet the job requirements,” Young said. “We always want the most qualified — those who have the skills — to fit in the department.”

Oxendine, chairman of the county’s Personnel Committee, voiced the opinion of the majority of the commissioners when he said qualifications, not race or nepotism, is what determines employee hiring.

“I like to see the numbers remain close, but that’s not always possible,” he said. “I recommend people for jobs. That’s what I was elected for. But I don’t get involved in the hiring. The one hired has to be the most qualified … . I think I’ve done just as much to get whites and blacks hired as I have done for Indians.”

Taylor also stressed the importance of qualifications.

“I don’t look at race. I look at who has the best qualifications for a specific job.” he said. “When people come to me and ask for help getting a job I tell them I can get them an interview, but then they have to sell themselves on their qualifications.”

Young acknowledged that there is some degree of nepotism involved in the county employee system, but emphasized that it’s minimal.

“There is some nepotism, but where isn’t that present?” she said. “The county’s policy is that some family members can work for the county as long as one family member is not the direct supervisor of the other.”

Oxendine said he doesn’t see much nepotism.

“Of course there are members of the same family with county jobs,” he said. “There aren’t that many jobs in Robeson County.”

Sealey wants an independent evaluation of the county’s hiring practices.

“I’m going to contact someone myself, probably from the state, to do this investigation,” he said.

Numbers tell it all about DSS. The number of Whites in supervisor positions is higher than all other races, and the next largest group is Indians. The next level of management has one Black, and the rest are Indian and White. The next level of management has 2 people, both who are Indian. The highest level is the director, who is White. If you know, are related to, sleep with a certain county commissioner, you can have any position you want. There has been cases were people with less experience got a management position over people that had 5 or more years of experience more than the person who was GIVEN the position. Some situations applicants were the same race but one knew a commissioner. It's more about who you know sometimes, than race. Pull the records, and the fat lady will sing.

Only people who work with the county know the truth, and we are told that we can't talk about the county or county employees without receiving disciplinary action. What ever happened to freedom of speech? What is it that you don' the want the employees to say? The truth? Well the truth is, there are several sisters; mother and daughters; aunt and nieces; cousins, etc. right at DSS, and I'm sure it is the same way in other departments. The people who are related usually have someone in position, ie: supervisor, director, human resources, etc. that help their relatives get hired and in the better positions that no one even know exist. If you don't understand what is being said, here it is more clear. All positiions are not posted, and positions are unfrozen to suit their family members needs. It's ridi culous.

Really Mr. Douglas,

Are you aware of the fact that many of the people that live here never leave here? That being said, the most qualified applicants for those "few jobs" in the county may happen to have "kin" people that hold positions in the county. If you are on a racism rant, you are in the wrong county. The numbers speak volumes. It is apparent in the county there is a balance in terms of race in the county.

President Obama made it clear in a recent speech, unless you are Native to this Land some one brought you here. The people of Robeson County have been here for generations, check the phone book. Can you visit your ancestors via land or do you need a boat?

Thanks for the comment. I wrote an editorial on Sunday that said that the county's hiring matches the demographics and we trusted the county manager. If you didn't read it, it reflects our opinion. That said, if there are examples of nepotism or racism that can be proven, we would be interested in hearing about them.

This hiring issue is just something the COCKROACH CLOWNMISSIONERS cooked up to take THE PEOPLE'S attention away from their $40,000 ELECTION BUYING SLUSH-FUND. And then ALL of them put the silly little Hubert (The Fool) Sealey up to spouting off about it. DON'T FALL FOR IT!!!!!!! Hubert (The Fool) Sealey is about 2 bricks shy of a load. His elevator dosen't go all the way to the top. And if not for THE HONEST REPORTING of MR. Donnie Douglas and MR. Bob Shiles, THE PEOPLE would have never known about it.

Mr Sealey is the only commissioner that has the guts to know that the hiring practices in Robeson County are ran by the "Personnel Chairman", "Mr. things are as they have always been Cummings." Yes, and if it is up to him and his band bandits things in Robeson County will remain the same way they were when the county was founded.

I dare Mr. Harris in invite the state EEOC to look into the county hiring practices(nepotism) but I know this will never happen because he may be out of a job.

Cummings and Harris are minorities too. The EEOC wont take a complaint unless it's against whites... This is too funny, minorities accusing minorities of racism.

I'll tell you what to do, each group have their people contact the others people(tribe against naacp) and have it out.

And all these years they said it was the whites?

Why would anyone listen to Sealy, he was FIRED from the highway patrol and accused them of racism too. He's a race hustler like Al Sharpton and Jessie Jackson...

What?! Did you even read your comment prior to clicking post? Maybe the name fits, dumbyou. When Rob-someone Co was broken off of Bladen Co, I assure you there were no Native Americans on that BOC (Board of Convict-ioners), or blacks for that matter. The great state of NC has the authority to dispatch the EEOC to investigate these allegations at any point. I am in no way defending this den of thieves, I am only trying to understand why certain persons, and in effect the naabp crys when they don't get to control everything. Let it go, or better yet, there are no districts in Rob-someone Co that does not have black voters. Organize your people and elect your color in all positions. But then again, you better move fast before they pass the voter ID Law, since your leader Bill Barber, thinks blacks don't have enough common sense to get a state issued ID. Just Saying....

First it was the NAACP, now Mr. Sealey. What happened to hiring the most qualified candidate? It seems that hiring the MOST QUALIFIED candidate isn't important, it's all about race. Hiring the most qualified candidate, regardless of race, only makes the county stronger.

Here is a point I try to make often about pointing out race.

It's OK to point out race when discussing something you(minorities) want, like hiring. But when I point out stats on crime or something you don't like, you call it racism. You'll bean count things like this, but turn a blind eye to others, like drugs, gangs, crime, dependency, welfare, children out of wed-lock, and shootings, etc..

You can't have it both ways. You say don't split the races on crime, gangs etc, but you want to when it comes to something you see..

ps. Hey Sealy, racism is over buddy, we have a black man in the highest position in America... No more excuses...

You have to give credit where credits due, and Hubert (The Fool) Sealey knows a LOT about hiring and firing, since he's had PERSONAL experience with both. Especially the FIRING side, since the Highway Patrol smoked him TWICE. And the main thing he learned, was to scream "Jus' cause I's black" to get HIRED or FIRED.

Does this sound like Sealey wanted someone hired that wasn't qualified leaving him nothing but the race card to play?

Maybe when he "contacts someone from the State" it'll be one of the MANY who investigated his low down dirty actions of taking State $ as an employee while spending his time working his own business. Remember that? He just kept on appealing.

To Mr. Woods, your statement of not being a part of it if anything was wrong with it is not completely true and lowers your credibility to many because you're certainly a part of this discretionary fund and compensation issue that you and the Board have decided will go away if you ignore it long enough. A word of advice...DON"T BET ON IT!!!!!!!

If Commissioner Taylor can guarantee an interview I'm sure he can grant much more. Don't think he wanted that to go public. Everyone isn't afforded that opportunity. I mean to have someone to go to who will get you an interview. Just be fair. And let's not pretend that hiring practices here in Robeson Co. are.

Your way of saying I made a good point. Thanks Ross for confirming that everyone's not afforded the same opportunity to approach Tom and get an interview. Why can't the persons application/qualifications get them an interview? Did Taylor just agree with Sealey? If qualified people have to beg their county commissioner for an interview, then the system must be broken. A little anyway. I don't know any of these guys good enough to get an interview, so my app will probably make the trash. So, fair is more than a weather forecast.

If I were to apply to work for this county, and in effect, this den of thieves, I would be highly perturbed that my personal information, to include my SSN, was shown to an individual that has already been fired for unethical conduct by the great state of NC. At what point does these power-hungry buffoons get called on their idiocy. Much respect goes out to the Robesonian for exposing the asinine dribble that falls out of the mouths of this group. Yet I am trouble that for anyone on the outside of Rob-Someone County looking in would think that our constituents knows no better than to continually elect this same den of thieves to represent us. Surely the man can provide yo with a picture that doesn't yell out "I got a great job I didn't have the credentials for, and there's nothing you can do about it."
