Meacher out at housing authority

LUMBERTON — James Meacher, the longtime executive director of the Lumberton Housing Authority, is no longer employed with the agency.

His departure came after the U.S. Department of Housing and Urban Development told the local agency not to spend or obligate any federal money without first getting HUD approval because of a concern “about the possible improper expenditures of funds.”

The Robesonian tried repeatedly to get information on whether Meacher was fired by the authority’s board of directors, resigned his position or retired.

Several calls made to the home and office of Robert Delane Shaw, chairman of the authority’s board of directors, on Monday and this morning were not answered. The Robesonian also was unsuccessful Monday in its attempts to reach Kimberly Jones, the lawyer for the Lumberton Housing Authority, and Meacher.

“This correspondence concerns the Lumberton Housing Authority’s violation of conflict-of-interest requirements, lack of adequate controls over its disbursements, and failure to maintain an adequate inventory control system as outlined in the report of the Office of Public Housing,” Michael A. Williams, director of Public Housing for HUD’s Greensboro field office, wrote in a Feb. 6 letter to Meacher. “Due to LHA’s failure to administer some of its HUD funds in accordance with the requirements, this office is concerned about the possible improper expenditures of funds.

“The LHA must submit copies of all invoices, bills, receipts, etc., to this office prior to expending or obligating any LHA funds by check, cash or promissory note,” the letter to Meacher reads. “Additionally, prior to awarding and executing any contracts, hiring or firing, we are requiring the LHA to submit for HUD’s review all procurement and contracting documents supporting the decision. Utilities, payrolls and Housing Assistance Payments don’t need to be submitted for approval, but the Housing Authority must keep the documents on file for future review.”

While local housing authority officials aren’t talking, a source knowledgeable of HUD and housing authority operations, who asked to remain anonymous, told The Robesonian that for HUD to enact such an order the agency must have significant concern that the local housing authority is in violation of federal regulations governing the management and distribution of government funds. The source said he is convinced there is an ongoing investigation.

The Robesonian this morning attempted to get basic information from the authority, including how many complexes and units it manages, and how long Meacher has been executive director. The Robesonian was transferred to multiple people, none of whom provided the information. The Robesonian was told that a person in personnel would call with that information, but the phone call had not been received by deadline today.

Attempts by The Robesonian on Monday to reach a HUD spokesman for comment were unsuccessful.

33 years? Jim? He was a "sometimes" Sunday School teacher who over the past 10 years evolved into a persecutor of the pastor at Newgate Community Church of the Christian and Missionary Alliance Church. Serving on the governing board there while attending another church in town was puzzling for someone of his position. At the annual church business meeting Jim and wife were loaded for bear.....questioning the procession of business matters such as parliamentary procedure....REALLY Jim....how did this all happen over at the Housing Authority? The church lost its accreditation status and it was decline from there....loyal pastor persevered to the end even after Meacher took upon himself to call a local private Christian school and inquire about the pastor using his time to assist with serving as a coach where his wife taught and his child was an athlete....after all when you got kids in college and 4 kids all together and no cost of living increases from the board .... it's not like he was earning over $100 Grand a year...by the way the church eventually closed it's doors and the property is for sale. But guess what...we have to really know that the Holy Bible is true, God is still on the throne and will never retire and Jesus sits at the right hand of the Father...AND we will reap what we sow!! Met-Con and the County washing each others backs? Naw, that cant be true. If that were true, they would have stopped that a long time ago. Uh-oh, you commissioners better cover your tracks and resign! Investigations are being called that will bust this whole Robeson County crooked connection up. A lot of lawyers and 'administrators' will be serving a whole lot of time for their LACK OF INTEGRITY!!! I can't wait....

Not news that Fed funds have strings..lots of strings. Years ago, my wife and I were exploring the possibility of building a house with HUD loans.We had the plans, had the land included, but when the last day of the required "class" we were in came, we were told that we could not do any improvements on the house or land without first seeking the blessings and permission of HUD..We walked out the door. I can only imagine what the requirements would be now. I wish Mr.Meacher good luck and health.

Really?!!!!! What is it with Robeson County? Do we really think that any new industry wants to come here with the integrity of our work force? Wonder why Robeson County is the poorest of the poor. Parents have not raised there children to respect what is others. Shame to be know I'm from Robeson County. I can't blame my sister for not wanting to come home.

HOORAY!!!!! Good Job Robesonian maybe now other construction companies will get some of the jobs besides METCON. I am sure they are squirming. My family has been underbid by them only to find out after they get the job they have to make changes and charge more. GO FIGURE. Keep digging and you may uncover way more than you would have imagined. One hand washes the other. Bravo keep cleaning the county streets so the rats are out in the open.
