A comparison: Ok, follow me here, let’s say the state owned some land where Klans participated in cross burnings and racial gatherings in the 50’s. Now they want to sell it, BUT they will first offer it to the klan KKK to put a memorial or park there. But if the KKK doesn’t want it then the general public will be invited to bid…
Also , if the tribe doesn’t want this land, can anyone purchase it or is it based on one’s racial makeup on who can own it?
