LAURINBURG — A man who was shot and killed in Scotland County on Friday has been identified as a Robeson County resident.

David Earl Locklear, 37, of Lumberton, was one of two people shot early Friday, with the other person being critically injured.

“He was the son of Earl and Peggy Locklear [and] temporarily residing with Lloyd Jackson in the Stewartsville Cemetery area,” Scotland County sheriff’s Detective Sgt. Jessica Sadovnikov said in a statement.

Locklear and Jackson were shot between 2 and 2:30 a.m. Friday behind the Scotland County Landfill on Patterson Road near Old Maxton Road in the roadway. Jackson survived and was airlifted to an undisclosed hospital in critical condition. As of Monday he was listed as stable.

Samuel Dewayne “Wayne” Smith, 42, of Maxton, was arrested and charged with murder and attempted murder and is being held in the Scotland County Detention Center under no bond.

Invesigators have said they believe the shooting was the result of an ongoing dispute between Jackson and Smith over a woman.
