Pedestrian killed on I-95 a 21-year-old city man

LUMBERTON — A 21-year-old Lumberton man has been identified as the person who was struck and killed by a vehicle on Interstate 95 on Tuesday night.

Lumberton police Capt. Terry Parker said in a press release that no charges have been filed in the death of Harley Chase Mustoe, who lived on Sampson Street. Mustoe was dead by the time emergency personnel arrived at the accident scene, which was in the city’s jurisdiction in the northbound lane of the interstate, near Kayser Roth.

Officer Cedrique Bridges conducted the investigation, which determined that John Clayton, 55, of Richmond, Va., and his wife were driving a 2016 Dodge passenger vehicle at approximately the posted speed limit when it struck Mustoe, who was standing in the travel lane and not wearing any reflective clothing.

Neither Clayton nor his wife was injured. The accident happened at about 9:21 p.m.
