ST. PAULS — The St. Pauls Board of Commissioners punted two agenda items concerning mobile home structures after long discussions on Thursday, deciding to revisit the matters later.

Michelle Malloy, a resident who lives on Woodside Avenue, asked the board for permission to have a single-wide trailer built on her lot, which is zoned for double-wide use only. Malloy’s trailer was destroyed during Hurricane Florence and Rebuild N.C. agreed to build another under the condition that trailer match the type of home destroyed.

“They can only do the single-wide,” Malloy said.

“But it’s not zoned that way,” Commissioner Jerry Quick said.

When Malloy first had the mobile home placed on the land, the structure was positioned horizontally across a vertical lot, making it set partially in a lot owned by the town on one side and her neighbor’s lot on the other side. The neighbor agreed to sell the lot to Malloy so she will have room for the new home, but she needs permission from the town.

“The problem is that it wasn’t suppose to be there in the first place,” Commissioner Ernest Gibson said.

The board tabled the matter and suggested Malloy have the neighbor deed the land to her and have Malloy bring a Rebuild N.C. representative to explain the matter further.

Also on Thursday, the board reluctantly tabled a conditional-use request to allow a trailer to be placed on a portion of one lot. The landowner, Hilda Locklear, said that she was splitting the lot five ways for her daughters, and one wants to place a trailer on her portion.

Commissioners Evans Jackson and Quick did not agree with the idea of conditional-use permits in general.

“If you can’t hold the people to the condition, you’re just giving them the rezoning,” Jackson said.

In other business, the commissioners:

— Approved a motion to allow three-day vacations for the Christmas holiday. In the event that the Christmas falls on Saturday, the vacation days will be Friday, Monday and Tuesday.

— Updated and amended the town’s ordinances in the areas of signage, and sidewalk and mobile home guidelines.

— Made note that the town’s annual holiday tree lighting ceremony is scheduled for Nov. 23.

— Heard from resident Dana Owens, who expressed distress over water drainage into her yard. Owens said because of flooding caused by rain from surrounding farmland, she has had to pump water from her yard.
